F. Award of Contract<br />
22. Award criteria, award of contract<br />
The procuring <strong>UNDP</strong> entity reserves the right to accept or reject any <strong>Proposal</strong>, and to annul the<br />
solicitation process and reject all <strong>Proposal</strong>s at any time prior to award of contract, without thereby<br />
incurring any liability to the affected Offeror or any obligation to in<strong>for</strong>m the affected Offeror or<br />
Offerors of the grounds <strong>for</strong> the Employer’s action<br />
Prior to expiration of the period of proposal validity, the procuring <strong>UNDP</strong> entity will award the<br />
contract to the qualified Offeror whose <strong>Proposal</strong> after being evaluated achieving the highest final<br />
cumulative score.<br />
23. Employer’s right to vary requirements at time of award<br />
The Client reserves the right at the time of award of contract to vary the quantity of services and<br />
goods specified in the <strong>RFP</strong> without any change in price or other terms and conditions.<br />
24. Signing of the contract<br />
Within 7 days of receipt of the contract the successful Offeror shall sign and date the contract and<br />
return it to the Employer.<br />
Within 7 days of the date of signing the contract, the contractor shall initiate and commence the<br />
consulting services related to the assignment. This period is considered part of the overall contract<br />
duration.<br />
25. Per<strong>for</strong>mance security<br />
Within 7 days of the receipt of the Contract from the Employer, the successful Offeror shall provide<br />
the per<strong>for</strong>mance security of an amount equivalent to 10 percent of the total amount of his financial<br />
offer, valid <strong>for</strong> the full project duration in addition to 28 days on the Per<strong>for</strong>mance Security Form<br />
provided in the <strong>RFP</strong> and in accordance with the Special Conditions of Contract.<br />
Failure of the successful Offeror to comply with the requirement of Clause 24 or Clause 25 shall<br />
constitute sufficient grounds <strong>for</strong> the annulment of the award and <strong>for</strong>feiture of the <strong>Proposal</strong> security if<br />
any, in which event the Employer may make the award to the Offeror whose proposal achieved the<br />
next highest final cumulative score or call <strong>for</strong> new <strong>Proposal</strong>s.<br />
