5. HSE <strong>and</strong> operations<br />

The oil industry is perhaps judged more on its<br />

record on health, safety <strong>and</strong> the environment<br />

these days than it is on its exploration <strong>and</strong><br />

production performance. Serious incidents<br />

make the front pages. Inevitably, the 2010<br />

Macondo disaster in the Gulf of Mexico<br />

comes to mind; this tragic event not only<br />

brought the field operator, BP, to its knees, in<br />

both a reputational <strong>and</strong> a financial sense, but<br />

cast a pall over the entire global industry.<br />

The HSE challenge in Kazakhstan is daunting:<br />

dealing with production from some of the<br />

sourest reservoirs in the world; operating<br />

under difficult geographic <strong>and</strong> climate<br />

conditions; <strong>and</strong> having to work in a region,<br />

the north Caspian Sea, where environmental<br />

sensitivities run extremely high.<br />

Participants in the roadmapping project,<br />

however, placed HSE issues lower down<br />

the list of the 15 prime challenges facing the<br />

Kazakhstan upstream oil <strong>and</strong> gas industry.<br />

Operational risk reduction in sour conditions<br />

is in the top half of the list but emergency<br />

response <strong>and</strong> environmental impact come<br />

towards the bottom.<br />
