SUBJECT: Broadcasting <strong>of</strong> <strong>Town</strong> Council Meetings_______________<br />

Recommendation:<br />

Staff recommends <strong>Town</strong> Council authorize the <strong>Town</strong> Manager to enter into a<br />

Memorandum <strong>of</strong> Understanding (MOU) with Beaufort County to broadcast <strong>Town</strong><br />

Council regular meetings for a one year trial period. Broadcasts could begin at Council’s<br />

August 6, 2013 meeting.<br />

Summary:<br />

Based on a request from Council to explore the possibility <strong>of</strong> broadcasting <strong>Town</strong><br />

Council meetings, we began to assess the various technology options for delivering this<br />

type <strong>of</strong> service. Staff’s initial thought was that we could web stream meetings utilizing<br />

our <strong>Town</strong> Webpage at a relatively low cost. Upon further review we did determine this<br />

was feasible, however the broadcast quality would not have met <strong>Town</strong> Council’s<br />

expectations. At a subsequent Council meeting Council members expressed the desire<br />

to explore other options that would result in a level <strong>of</strong> service equal to or better than<br />

what Beaufort County was providing.<br />

Background:<br />

Staff initiated a meeting with the County’s Director <strong>of</strong> Broadcasting, Scott Grooms to<br />

gain a better understanding <strong>of</strong> what technologies they were using. The County has<br />

several years experience with broadcasting these types <strong>of</strong> meetings and has made a<br />

substantial investment in both personnel and equipment in order to provide these<br />
