RE: First Reading <strong>of</strong> Proposed Ordinance No. 2013-05<br />

Recommendation:<br />

Staff recommends Council approve first reading by title only <strong>of</strong> Proposed Ordinance No.<br />

2013-05 establishing the fiscal year 2014 General, Capital Projects, Debt Service and<br />

Stormwater Funds’ budgets.<br />

Summary:<br />

This <strong>Town</strong> formally establishes a budget for four <strong>of</strong> its funds. Also, the <strong>Town</strong> presents<br />

information on the remaining funds as they are a primary source <strong>of</strong> funding for the funds<br />

with formal budgets. Throughout May and June, the <strong>Town</strong> holds a series <strong>of</strong> budget<br />

workshops in addition to the three actions it takes in Council meetings (1 st reading by title<br />

only, revised 1 st reading, and 2 nd reading).<br />

Background:<br />

The attached ordinance does not include supporting documentation or include the proposed<br />

millage. At the Council meeting, the <strong>Town</strong> Manager will provide the ordinance with<br />

proposed millage, budgeted financial statements, and a Powerpoint presentation<br />

highlighting the proposed budgets.<br />

In subsequent workshops and meetings according to the meeting agenda, staff will present<br />

details <strong>of</strong> the designated budgets or affiliated agencies will present their requests to<br />

Council. At those meetings, Council and the public will <strong>of</strong>fer comments and questions on<br />

the budgets. Staff will make any directed changes with the goal being that the public<br />

hearing and revised 1 st reading will be June 11, 2013 and 2 nd reading will be at Council’s<br />

regular meeting on June 18, 2013.
