<strong>Fly</strong>-<strong>tipping</strong>: <strong>Causes</strong>, <strong>Incentives</strong> <strong>and</strong> <strong>Solutions</strong><br />

The incentives <strong>and</strong> drivers identified above show that a more strategic<br />

response from local authorities will require:<br />

• collection <strong>and</strong> disposal services to work together as well as other<br />

organisations such as planning authorities<br />

• neighbouring authorities to work together to ensure their strategies align<br />

• better data collection <strong>and</strong> analysis, aimed at better underst<strong>and</strong>ing<br />

problems <strong>and</strong> local patterns<br />

• more evaluation <strong>and</strong> the development of a knowledge base of what works<br />

or what might work (the accompanying good practice guide provides<br />

guidance here)<br />

• ability to recognise <strong>and</strong> pass upwards higher level problems for action, for<br />

example recycling or l<strong>and</strong>fill targets set by national government might be<br />

having perverse local effects which result in more fly-<strong>tipping</strong><br />

This study shows they are weak on all these.<br />

There is also action here for the Environment Agency <strong>and</strong> Defra, for example<br />

to deal with the weaknesses in the duty of care system <strong>and</strong> to ensure a<br />

national waste strategy which thinks through impact on fly-<strong>tipping</strong>, <strong>and</strong> which<br />

recognises the contribution of other organisations such as the ODPM <strong>and</strong> its<br />

responsibilities for planning guidance. In a period of major house building<br />

programmes, whenever higher housing densities are encouraged, there is<br />

more need than ever to think through the planning requirements that would<br />

minimise fly-<strong>tipping</strong> risk.<br />
