harmonious Ngaba’, and diligently examine and set standards <strong>for</strong> <strong>the</strong> maintenance of<br />
social stability. They should profoundly recognise <strong>the</strong> strenuous nature, <strong>the</strong> turbulent<br />
nature and <strong>the</strong> long term nature of <strong>the</strong> present struggle. They should not retain<br />
any lack of clarity in <strong>the</strong>ir thinking, nor any hesitation in <strong>the</strong>ir actions. Their resolution<br />
should not waver. With clear outlook, unambiguous flag-waving and confidence<br />
in <strong>the</strong>ir ability to succeed, <strong>the</strong>y should affirm a high degree of solidarity in thinking<br />
and motivation with <strong>the</strong> Party central leadership and provincial and prefectural Party<br />
organs, streng<strong>the</strong>ning <strong>the</strong> attitude of personal responsibility <strong>for</strong> <strong>the</strong> struggle against<br />
Splittism with firm resolution, in defence of <strong>the</strong> political stability of Ngaba prefecture.”<br />

A message of reconciliation from <strong>the</strong> heart of <strong>the</strong> crackdown:<br />
<strong>the</strong> Kirti monks<br />
“Everyone can see that no matter what happens with <strong>the</strong> <strong>Tibet</strong>an issue,<br />
<strong>Tibet</strong>ans and Chinese have to live side by side as neighbors.”<br />
Monks at Kirti monastery in Ngaba prefecture, where at least 10 <strong>Tibet</strong>ans were shot<br />
dead during protests, applied <strong>for</strong> special permission to hold prayers <strong>for</strong> <strong>the</strong> Chinese<br />
people killed during <strong>the</strong> earthquake that shook Sichuan on May 12. They also sent a<br />
moving and bold message from inside <strong>the</strong> monastery expressing compassion <strong>for</strong> those<br />
who died, and explaining that <strong>the</strong>ir protests had not been aimed at <strong>the</strong> Chinese people,<br />
but at <strong>the</strong> government. 2<br />

The message was dictated in <strong>Tibet</strong>an to monks in exile. A copy received by ICT is<br />
translated into English below. 3 On <strong>the</strong> day <strong>the</strong> message was sent, special religious<br />
ceremonies were held to help alleviate <strong>the</strong> destruction wrought by <strong>the</strong> earthquake.<br />
New message: to all <strong>the</strong> knowledgeable bodies<br />
To all <strong>the</strong> compassionate ones and to those who are working <strong>for</strong> o<strong>the</strong>rs, wherever<br />
<strong>the</strong>y are on <strong>the</strong> entire planet, and to all <strong>the</strong> compassionate beings born from a mo<strong>the</strong>r,<br />
and to all <strong>the</strong> venerable monks who give life meaning. To all <strong>the</strong> developed countries<br />
in <strong>the</strong> world, and all <strong>the</strong> notable educational centers, and to all o<strong>the</strong>rs who respect<br />
<strong>the</strong> law of cause and effect (karma) and religious faiths, I have a message to you from<br />
<strong>the</strong> bottom of my heart.<br />
