16.2.16.2 N<strong>on</strong>-resp<strong>on</strong>sive bids<br />
Bids that are n<strong>on</strong>-resp<strong>on</strong>sive (i.e. technically unacceptable) and n<strong>on</strong>-resp<strong>on</strong>sible (i.e.<br />
price very high or very low) will be disqualified.<br />
(a) N<strong>on</strong>-resp<strong>on</strong>sive tenders<br />
Bids that do not resp<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> any of <str<strong>on</strong>g>the</str<strong>on</strong>g> technical requirements of <str<strong>on</strong>g>the</str<strong>on</strong>g> s<strong>co</strong>pe of work<br />
or do not meet any of <str<strong>on</strong>g>the</str<strong>on</strong>g> technical specificati<strong>on</strong>s outlined in <str<strong>on</strong>g>the</str<strong>on</strong>g> enquiry document<br />
without clarificati<strong>on</strong> and acceptance by <str<strong>on</strong>g>the</str<strong>on</strong>g> pers<strong>on</strong> that issued <str<strong>on</strong>g>the</str<strong>on</strong>g> enquiry<br />
documents, will be disqualified.<br />
(b) N<strong>on</strong>-resp<strong>on</strong>sible tenders<br />
These refer <str<strong>on</strong>g>to</str<strong>on</strong>g> tenders with a price that is very high or very low and is <str<strong>on</strong>g>the</str<strong>on</strong>g>refore not<br />
c<strong>on</strong>sidered a fair and acceptable market price. A fair and acceptable market price is<br />
