impossible <str<strong>on</strong>g>to</str<strong>on</strong>g> read;<br />

Where an original and valid tax clearance certificate is not submitted with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

bid document <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> closing date of <str<strong>on</strong>g>the</str<strong>on</strong>g> bid.<br />

Where a <strong>co</strong>py of <strong>co</strong>mpany registrati<strong>on</strong> certificate is not submitted with <str<strong>on</strong>g>the</str<strong>on</strong>g> bid<br />

<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> closing date of <str<strong>on</strong>g>the</str<strong>on</strong>g> bid. (except for sole traders and partnerships)<br />

(viii) Where <str<strong>on</strong>g>the</str<strong>on</strong>g>re is no proof that municipal rates and taxes are not in arrears for<br />

period of more than 90 days is not submitted <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> closing date of <str<strong>on</strong>g>the</str<strong>on</strong>g> bid or<br />

(ix)<br />

Where <str<strong>on</strong>g>the</str<strong>on</strong>g>re is no proof that <str<strong>on</strong>g>the</str<strong>on</strong>g> bidder is leasing / sub - leasing a property<br />

and <str<strong>on</strong>g>the</str<strong>on</strong>g> lease / sub – lease agreement is not submitted with <str<strong>on</strong>g>the</str<strong>on</strong>g> bid document<br />

<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> closing date of <str<strong>on</strong>g>the</str<strong>on</strong>g> bid. .<br />

(b) When bids are declared invalid at <str<strong>on</strong>g>the</str<strong>on</strong>g> bid opening, <str<strong>on</strong>g>the</str<strong>on</strong>g> bid sum of such bids shall not<br />

be read out. However, <str<strong>on</strong>g>the</str<strong>on</strong>g> name of <str<strong>on</strong>g>the</str<strong>on</strong>g> bidder and <str<strong>on</strong>g>the</str<strong>on</strong>g> reas<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> bid having<br />

been declared invalid shall be announced.<br />

16.2.16.2 N<strong>on</strong>-resp<strong>on</strong>sive bids<br />

Bids that are n<strong>on</strong>-resp<strong>on</strong>sive (i.e. technically unacceptable) and n<strong>on</strong>-resp<strong>on</strong>sible (i.e.<br />

price very high or very low) will be disqualified.<br />

(a) N<strong>on</strong>-resp<strong>on</strong>sive tenders<br />

Bids that do not resp<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> any of <str<strong>on</strong>g>the</str<strong>on</strong>g> technical requirements of <str<strong>on</strong>g>the</str<strong>on</strong>g> s<strong>co</strong>pe of work<br />

or do not meet any of <str<strong>on</strong>g>the</str<strong>on</strong>g> technical specificati<strong>on</strong>s outlined in <str<strong>on</strong>g>the</str<strong>on</strong>g> enquiry document<br />

without clarificati<strong>on</strong> and acceptance by <str<strong>on</strong>g>the</str<strong>on</strong>g> pers<strong>on</strong> that issued <str<strong>on</strong>g>the</str<strong>on</strong>g> enquiry<br />

documents, will be disqualified.<br />

(b) N<strong>on</strong>-resp<strong>on</strong>sible tenders<br />

These refer <str<strong>on</strong>g>to</str<strong>on</strong>g> tenders with a price that is very high or very low and is <str<strong>on</strong>g>the</str<strong>on</strong>g>refore not<br />

c<strong>on</strong>sidered a fair and acceptable market price. A fair and acceptable market price is<br />

defined <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis of <str<strong>on</strong>g>the</str<strong>on</strong>g> following fac<str<strong>on</strong>g>to</str<strong>on</strong>g>rs:<br />

awarded for similar items or work, taking in<str<strong>on</strong>g>to</str<strong>on</strong>g> ac<strong>co</strong>unt quantified, c<strong>on</strong>diti<strong>on</strong>s,<br />

terms, and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r important specificati<strong>on</strong>s?<br />

Are <str<strong>on</strong>g>the</str<strong>on</strong>g>re price indices available <str<strong>on</strong>g>to</str<strong>on</strong>g> determine <str<strong>on</strong>g>the</str<strong>on</strong>g> changes in labour and<br />
