CODE OF ORDINANCES<br />

ARTICLE II. PARK AND RECREATION BOARD<br />

Section 14-21. Created. [Ord. 160, 8/29/2006]<br />

There is hereby created a Park and Recreation Board <strong>of</strong> and for the city.<br />

Section 14-22. Composition; appointment and terms <strong>of</strong> members; filling<br />

vacancies. [Ord. 164, 1/16/2007]<br />

The Park Board shall consist <strong>of</strong> seven resident electors <strong>of</strong> the city. The initial Board shall be appointed by the<br />

Mayor with the consent and approval <strong>of</strong> the majority <strong>of</strong> the <strong>City</strong> Council within thirty days following the effective<br />

date <strong>of</strong> the ordinance from which this article derives. The initial appointments to the Park and Recreation Board<br />

shall provide for staggered terms. Thereafter, all such appointments to fill expired positions on the Board shall be<br />

for a period <strong>of</strong> three years. In addition, the <strong>City</strong> Council may appoint one (1) resident elector as an alternate member<br />

who shall serve a three-year term. Appointments to fill vacancies on the Board shall be for a period <strong>of</strong> time<br />

equivalent to the unexpired term <strong>of</strong> that <strong>of</strong>fice. Appointments to fill expired positions on such Board shall be made<br />

by the Mayor with the consent <strong>of</strong> the majority <strong>of</strong> the <strong>City</strong> Council at the regular organizational meeting <strong>of</strong> the <strong>City</strong><br />

Council following the regular city election. Appointments to fill vacancies in <strong>of</strong>fice shall be made in like manner<br />

but shall be made within sixty days <strong>of</strong> the date such vacancy occurs.<br />

[Ord. 164, Section 2: All ordinances inconsistent with the provisions <strong>of</strong> this ordinance are hereby repealed.]<br />

Section 14-23. Compensation <strong>of</strong> members; members not to be employees <strong>of</strong><br />

the city. [Ord. 160, 8/29/2006]<br />

Members <strong>of</strong> the Park and Recreation Board shall serve without compensation and shall not be employees <strong>of</strong> the <strong>City</strong>.<br />

Section 14-24. Organization; <strong>of</strong>ficers; quorum. [Ord. 160, 8/29/2006]<br />

The members <strong>of</strong> the Park and Recreation Board shall within twenty days after their appointment in the first instance,<br />

and thereafter annually within twenty days following the regular organizational, meeting <strong>of</strong> the <strong>City</strong> Council<br />

following the regular city election, organize and elect one <strong>of</strong> their members chairperson, one <strong>of</strong> their members vicechairperson,<br />

and one <strong>of</strong> their members secretary. The Board may elect such other <strong>of</strong>ficers as it may deem advisable<br />

and expedient. A majority <strong>of</strong> the Board shall constitute a quorum for the transaction <strong>of</strong> business.<br />

Section 14-25. Meetings; rules <strong>of</strong> procedure. [Ord. 160, 8/29/2006]<br />

The Park and Recreation Board shall establish by general rule the time and place for holding all regular and special<br />

meetings <strong>of</strong> such board and the manner <strong>of</strong> giving notice there<strong>of</strong>. The Board is also authorized to establish by<br />

general rule procedures for the transaction <strong>of</strong> the business <strong>of</strong> such Board.<br />

Section 14-26. Removal <strong>of</strong> members. [Ord. 160, 8/29/2006]<br />

The <strong>City</strong> Council shall have the power and authority to remove any member <strong>of</strong> the Park and Recreation Board for<br />

malfeasance, misfeasance, misconduct or neglect <strong>of</strong> duty after having given such member notice and an opportunity<br />

to be heard.<br />
