Opposing formation of the NCTC by the Centre, the Vishwa Hindu Parishad (VHP) on Wednesday<br />
demanded its immediate withdrawal saying it was an eyewash by the Congress-led UPA government<br />
which was not sincere about fighting terrorism. "The National Counter Terrorism Centre must be<br />
withdrawn forthwith as it is will enable the Centre to grab powers enjoyed by state governments. It is<br />
against federal structure," VHP's Executive President Pravin Togadia told reporters here. Togadia said if<br />
the UPA government was sincere about fighting terror it should have allowed the Prevention of Terrorism<br />

Saffron outfit backs state policy on anti-terror body (26)<br />
BHUBANESWAR: The Vishwa Hindu Parishad (VHP) joined the anti-NCTC ( National Counter Terrorism<br />
Centre) bandwagon on Wednesday with the saffron outfit's international working president Pravin Togadia<br />
describing the central proposal as an "eyewash". Laying stress on the participation of people in fighting<br />
terrorism, Togadia said VHP would announce its action plan on "anti-terrorism" strategy at Godhra,<br />
Gujarat, on February 27. "We will consult different states and civil society organizations to combat<br />
terrorism," Togadia told media persons here. Togadia took potshots at UPA government for "completely<br />
failing" to counter terrorism. "Now the Centre has bypassed states and formed NCTC. It is nothing, but<br />
eyewash," he said. The VHP leader demanded formulation of stringent anti-terror laws in the country.<br />
"There was no need to scrap Prevention of Terrorism Act (POTA). The government should bring laws<br />
stronger than POTA," he said. Throwing his support behind the states, which are opposing NCTC,<br />
Togadia said the Centre should coordinate and consult with states to effectively thwart terror activities.<br />
Chief minister Naveen Patnaik spearheaded the anti-NCTC movement against Centre by first writing to<br />
Prime Minister Manmohan Singh on February 13. His counterparts in West Bengal, Tamil Nadu and Bihar<br />
and several others followed suit. Apparently bowing to pressure from those states, the Prime Minister on<br />
Tuesday replied to Naveen after the latter shot off a second letter to him on February 20. The PM wrote<br />
that NCTC is part of Intelligence Bureau (IB) and not a separate organization created to infringe on the<br />
federal powers of states. Togadia further opposed the 4.5 per cent reservation to Muslims within the<br />
Other Backward Classes quota and said VHP would launch nationwide protest against it. (Times of India<br />

Adivasis demand ban on Shabari Kumbh Mela (26)<br />
MUMBAI, February 25, 2012: A delegation of Adivasis from Nandurbar on Friday met President Pratibha<br />
Patil and demanded a ban on the Shabari Kumbh mela organised in the Dangs area of Gujarat, stating<br />
that it had no sanction in any religious text. The Satyashodhak Grameen Kashtakari Sabha, based in this<br />
Adivasi dominated district of Maharashtra, met Ms. Patil while she was on a visit there and made the<br />
demand. The President promised to look into the matter. Kishore Dhamale of the Sabha said the mela<br />
was organised in 2006 by Vishwa Hindu Parishad (VHP) leader Swami Aseemanand, who was later<br />
arrested for allegedly masterminding the Malegaon blasts. It also had the backing of Gujarat Chief<br />
Minister Narendra Modi. Last week, the Sabha organised a large gathering of Adivasis near the Gujarat<br />
border and a resolution was passed calling for a ban on the mela since there was no historical antecedent<br />
to this kind of a religious gathering on the lines of the Kumbh mela. While only four Kumbh Melas are held<br />
in India, the VHS introduced the Shabari Kumbh as the fifth one, the Sabha said. A village in the Dangs<br />
district was identified as the place where Shabri met Lord Rama and a pond was converted into a Pampa<br />
Sarovar. A temple called Shabari Dham was also built near Subir, which underwent a makeover to handle<br />
the huge influx of pilgrim. The demand for banning the mela was also made in 2006 by the People's<br />
Union for Civil Liberties, but the Supreme Court did not entertain the application. The mela was attended<br />
by lakhs of people. Rohit Prajapati of the PUCL, Vadodara, had moved an application seeking permission<br />
to intervene in the petition filed against the mela. The application alleged that more than five lakh people<br />
from across the country, mostly Adivasis, were expected to gather at the Shabari Kumbh in the forest<br />
