Honing Hong Kong’s Competitiveness

A
s the Chief Executive is putting together his
2010/2011 policy plan, we have submitted
our views – earlier than usual – to stimulate
thoughts on changes that will produce long-lasting
benefits for the economy.
First and foremost, we ask that the government
not lower its guard in view of ongoing
uncertainties in the global economy, and the
fragile recovery. More than ever, the government
should avoid adding unnecessary regulatory
cost to businesses, and consider alternatives for
long-term support for SMEs’ financing. The SME
Special Loan Guarantee Scheme has provided
much needed relief during the crisis, but it will
expire by the end of the year and there will not
be another extension. A longer-term solution
for broad-based credit support is needed. To this
end, there should be a vigorous examination
of possible options, such as different ways to
introduce more flexibility and improvements to
some of the long-standing schemes.
We stress that Hong Kong should further
improve its attractiveness as a place to do
business. We once again remind the Chief
Executive of his pledge to bring profits tax
down to 15% when circumstances permit. The
increase in fiscal reserves by an additional $151
billion from the end of 2007 through the last
fiscal year suggests that there is room for the
government to act. We further suggest that a Tax
Policy Office independent of the Inland Revenue
Department should be established, with a view
to deliver strategic, game-changing fiscal policies
aimed strategically at supporting Hong Kong’s
competitiveness.
Improving the environment is a crucial task
for Hong Kong to remain an attractive place in
which to live and do business. Tackling roadside
pollution with a firm hand is an urgent task.
The government should hasten the search for an
effective way to incentivise a speedy phasing out
of old and polluting vehicles, and introduce low
emissions vehicles in congested urban corridors.
The need to conserve the marine ecological
environment should not be overlooked. Last but
not least, we urge that the Policy Address should
include a clear carbon emissions reduction target
for Hong Kong at least in line with the national
pledge, preferably with sectoral targets, and work
on a roadmap to achieve such targets.
All three priorities discussed above are
intertwined with pressing problems we are
facing, but the solutions for which will have far
reaching benefits for our competitiveness. We
urge the government to lose no time in acting on
them.

商 會 較 往 年 更 早 呈 交 意 見 , 務 求 刺 激 政 府 求 新 求
變 , 為 香 港 經 濟 帶 來 長 遠 效 益 。
首 要 的 是 , 我 們 促 請 政 府 不 可 忽 視 全 球 經 濟 仍 然 不 明
朗 的 情 況 。 事 實 上 , 復 蘇 勢 頭 仍 然 疲 弱 , 所 以 政 府 更 應 避
免 對 企 業 增 加 任 何 不 必 要 的 監 管 成 本 。 政 府 應 該 考 慮 其 他
措 施 , 為 中 小 企 融 資 提 供 長 遠 的 支 援 。「 中 小 企 業 特 別 信
貸 保 證 計 劃 」 已 經 在 關 鍵 時 刻 紓 緩 了 企 業 的 迫 切 需 要 , 但
計 劃 將 於 本 年 底 完 結 , 其 後 不 會 再 延 長 。 因 此 , 企 業 急 需
廣 泛 的 信 貸 支 援 , 作 為 更 長 遠 的 解 決 方 法 。 為 此 , 政 府 應
積 極 尋 求 可 行 方 案 , 例 如 增 加 及 改 善 部 分 舊 有 計 劃 的 靈 活
性 。
另 一 方 面 , 我 們 強 調 應 進 一 步 提 升 香 港 的 營 商 吸 引
力 。 我 們 再 次 提 醒 行 政 長 官 , 他 曾 許 下 承 諾 , 在 情 況 許 可
時 調 低 利 得 稅 率 至 15%。 從 2007 年 年 底 至 上 一 個 財 政 年
度 , 財 政 儲 備 額 外 增 加 了 1,510 億 元 , 意 味 著 政 府 有 減 稅
的 空 間 。 我 們 還 建 議 成 立 一 個 獨 立 於 稅 務 局 的 「 稅 務 政 策
辦 事 處 」, 負 責 制 訂 策 略 性 及 創 新 的 財 政 政 策 , 以 維 持 香
港 競 爭 力 。
改 善 環 境 是 維 持 香 港 作 為 安 居 樂 業 之 所 的 關 鍵 , 處 理
路 邊 污 染 刻 不 容 緩 。 政 府 應 盡 快 尋 找 有 效 方 法 , 加 快 淘 汰
舊 有 的 污 染 車 輛 , 並 在 擠 塞 的 市 區 道 路 設 立 低 排 放 區 。 保
育 海 洋 生 態 也 不 容 忽 視 。 最 後 , 我 們 建 議 施 政 報 告 應 為 香
港 訂 立 一 個 明 確 的 減 排 目 標 , 起 碼 應 與 國 家 的 承 諾 水 平 一
致 , 並 最 好 與 行 業 目 標 相 同 , 而 且 訂 下 達 到 目 標 的 路 線
圖 。
上 述 三 個 重 點 都 涉 及 我 們 面 對 的 迫 切 問 題 , 如 能 解
決 , 將 對 香 港 競 爭 力 裨 益 不 淺 , 因 此 我 們 促 請 政 府 從 速 行
動 。
