Good Citizen Award Commends<br />

Forty citizens who helped the police<br />
fight crime were commended at<br />
the Good Citizen Award (GCA)<br />
Presentation Ceremony on June 22.<br />
<strong>The</strong> award, presented twice a year, is<br />
organised by the Police Public Relations<br />
Branch with sponsorship from the <strong>Hong</strong><br />
<strong>Kong</strong> <strong>General</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong><br />
(HKGCC).<br />
With the help <strong>of</strong> the awardees, more<br />
than 30 people were arrested for a variety<br />
<strong>of</strong> <strong>of</strong>fences, including manslaughter,<br />
theft, burglary, robbery, indecent assault<br />
and attempted obtaining property by<br />
deception. Each GCA winner received a<br />
certificate and a cheque <strong>of</strong> $2,000 at the<br />
ceremony.<br />
Three <strong>of</strong> the awardees, Chan Chunyin,<br />
Tam Shuk-yee and Chan Kai-lok,<br />
helped the police arrest a man who misled<br />
police <strong>of</strong>ficers.<br />
Police handled a dispute case at Hart<br />
Avenue, Tsim Sha Tsui last July. A man<br />
involved in the case later lodged a complaint<br />
<strong>of</strong> being assaulted by a police <strong>of</strong>ficer.<br />
Chan and Tam, who passed by and witnessed<br />
the whole incident, testified that<br />
there was no body contact between the<br />
complainant and the police <strong>of</strong>ficer. <strong>The</strong><br />
complainant was subsequently charged<br />
with knowingly misleading a police<br />
<strong>of</strong>ficer and jailed for two months.<br />
Another good citizen, Lai Gee-kin, assisted<br />
the police in the arrest <strong>of</strong> a man who<br />
made and possessed child pornography.<br />
During an on-line chat, Lai learnt<br />
that a 13-year-old girl refused to pose<br />
for nude photos as requested by a man<br />
who recruited photo models on the<br />
Internet. Later on, Lai found another<br />
victim on the net and he accompanied<br />
the two girls to report to the police. <strong>The</strong><br />
police subsequently arrested a man and<br />
seized over 1,700 erotic photos involving<br />
11 girls. <strong>The</strong> man, charged with making<br />
child pornography, possession <strong>of</strong> child<br />
pornography and indecent assault, was<br />
jailed for 49 months.<br />
Speaking at the ceremony, Police<br />
Director <strong>of</strong> Management Services, Tang<br />
How-kong, praised the awardees for their<br />
gallantry and thanked them for joining<br />
hands with the police in the fight against<br />
crime. He pointed out that public support<br />
for the police was crucial to maintaining<br />
a stable and harmonious society.<br />
HKGCC’s CEO Alex Fong, and member<br />
<strong>of</strong> the Fight Crime Committee, Wilfred<br />
Ng Sau-kei, also attended the ceremony.<br />
Fong said that the <strong>Hong</strong> <strong>Kong</strong> Police<br />
Force perform their duties impartially<br />
and courageously, upholding the rule <strong>of</strong><br />
law and protecting every member <strong>of</strong> the<br />
public. He believes that with the policecommunity<br />
partnership, no one can get<br />
away with committing crimes.<br />
Before the award presentation, a new<br />
TV Announcement in the Public Interest<br />
(API) “Anti-Shop <strong>The</strong>ft” was premiered<br />
to launch the Fight Crime Publicity<br />
Campaign 2010-11.<br />
