If residency in<strong>for</strong>mation is found to be false, inaccurate or misleading, MSD may at its discretion revoke<br />
<strong>the</strong> student’s in-state status and require tuition payment as that of an out-of-state enrollment beginning<br />
with <strong>the</strong> semester <strong>for</strong> which <strong>the</strong> in-state admission had been granted.<br />
Residents who are new to <strong>the</strong> State of <strong>Maryland</strong> must provide proof of residence be<strong>for</strong>e an IEP is offered<br />
by MSD.<br />
Cases in which <strong>the</strong>re is questionable proof of residency are referred to an MSD Residence Status Review<br />
Committee which may require additional documentation. This Committee is by appointment of <strong>the</strong><br />
Superintendent on an as needed basis.<br />
Cases referred to <strong>the</strong> Residence Status Review Committee will result in <strong>the</strong> provision of a written report of<br />
findings to <strong>the</strong> person/s requesting admission. To appeal a denial of admission decision a written request<br />
must be completed and submitted to <strong>the</strong> MSD Superintendent.<br />
8. Applicants Not Eligible For Enrollment in MSD<br />
Students who:<br />
� Are aphasic.<br />
� Have a severe to profound intellectual disability.<br />
� Autistic Disorder.<br />
� Are speech impaired only.<br />
� Have vision problems that preclude <strong>the</strong> use of <strong>the</strong> normal visual media found in classrooms<br />
<strong>for</strong> deaf students. Students who need to learn via Braille or tactile materials are referred to<br />
<strong>the</strong> <strong>Deaf</strong>-blind unit of <strong>the</strong> <strong>Maryland</strong> <strong>School</strong> <strong>for</strong> <strong>the</strong> Blind in Overlea, <strong>Maryland</strong>.<br />
� Require 24 hour medical care.<br />
� Require a custodial program due to profound mental retardation or Autism.<br />
� Have a Central Auditory Processing Disorder.<br />
� Have diminished hearing level in one ear only.<br />
� Require 24 hour psychiatric treatment including those who:<br />
o exhibit arson tendencies<br />
o are psychotic or sociopathic<br />
o are chronic substance abusers<br />
o are a danger to <strong>the</strong>mselves or o<strong>the</strong>rs<br />
� Require aggression control treatment (including but not limited to treatment <strong>for</strong> severe<br />
inappropriate sexual behaviors or repeated contact with law en<strong>for</strong>cement agencies).<br />
� Students who are identified as students with an emotional disability and who are<br />
of elementary or middle school age.<br />
� High school students who are identified as students with an emotional disability who are<br />
unable to access daily transportation to <strong>the</strong> <strong>Frederick</strong> <strong>Campus</strong>.<br />
9. Admission Appeals:<br />
All appeals of an admission rejection must be presented in writing to <strong>the</strong> Superintendent of <strong>the</strong> <strong>Maryland</strong><br />
<strong>School</strong> <strong>for</strong> <strong>the</strong> <strong>Deaf</strong>. The written request <strong>for</strong> re-consideration must include an explanation as to why <strong>the</strong><br />
parent/legal guardian/individual student believes that admission should be granted. An appeal letter<br />
should be addressed to: Superintendent, <strong>Maryland</strong> <strong>School</strong> <strong>for</strong> <strong>the</strong> <strong>Deaf</strong>, 101 Clarke Place, P.O. Box<br />
