Bullying Prevention Program<br />

MSD has a zero-tolerance policy regarding bullying on campus. MSD is committed to providing all students<br />

with a safe and supportive school environment. Members of <strong>the</strong> school community are expected to treat each<br />

o<strong>the</strong>r with mutual respect and to accept <strong>the</strong> rich diversity that makes up <strong>the</strong> community.<br />

MSD will support individuals, in good faith, that file a complaint of bullying or harassment. MSD will promptly<br />

notify <strong>the</strong> parents of any student making a complaint of bullying or harassment and of any student accused of<br />

bullying or harassment. MSD will act to promptly investigate all complaints, verbal or written, of bullying or<br />

harassment and promptly take appropriate action to protect individuals from fur<strong>the</strong>r bullying or harassment. If it<br />

is determined that unlawful bullying or harassment occurred, prompt and appropriate action will result.<br />

Parents and students have <strong>the</strong> right to report bullying incidents to <strong>the</strong> Principal’s Office. Forms may be found in<br />

<strong>the</strong> Principal’s Office. Once <strong>the</strong> office receives <strong>the</strong> <strong>for</strong>ms, <strong>the</strong> campus Principal or Director of Student Affairs<br />

will investigate.<br />

Drug-Free <strong>School</strong> Zone<br />

The <strong>Maryland</strong> <strong>School</strong> <strong>for</strong> <strong>the</strong> <strong>Deaf</strong> is a drug, alcohol and tobacco free environment <strong>for</strong> all staff and students.<br />

This includes all buildings as well as state owned vehicles and on premises where school sponsored events<br />

take place. As a drug free school, <strong>the</strong> manufacture, distribution or sale of drugs or <strong>the</strong> possession of drugs with<br />

<strong>the</strong> intent to distribute is illegal within 1,000 feet of school property or in school vehicles under <strong>the</strong> <strong>Maryland</strong><br />

Youth Protection Act.<br />

Non-violent Crisis Intervention (NCI)<br />

All ef<strong>for</strong>ts are made to use non-physical intervention techniques to resolve student behavior problems prior to <strong>the</strong><br />

use of physical intervention techniques. From time to time, however, physical intervention is necessary. If it<br />

becomes necessary, <strong>the</strong> techniques used are reasonable, non-harmful and designed to safely and securely help<br />

<strong>the</strong> student de-escalate at his or her own pace, to regain control and reorganize at a higher level of functioning.<br />

Physical escort techniques and physical restraint techniques are employed by certified individuals in a Non-violent<br />

Crisis Intervention (NCI) methodology.<br />

Copies of <strong>the</strong> exact policy regarding <strong>the</strong> Seclusion Timeout Room and physical intervention are available from <strong>the</strong><br />

Assistant Principal <strong>for</strong> Special Needs Education/Enhanced Program of Services Department.<br />

Use of Drugs, Alcohol and Tobacco by <strong>School</strong> Students<br />

There are additional consequences <strong>for</strong> student leaders and athletes who possess or use controlled dangerous<br />

substances, alcohol or tobacco. Please see <strong>the</strong> Student Code of Conduct (<strong>Frederick</strong> <strong>Campus</strong> Parent/Student<br />

Handbook).<br />

If an incident does occur off-campus, not under school supervision, a police report is required <strong>for</strong> disciplinary<br />

action.<br />

Zero Tolerance Policy <strong>for</strong> Violence or Threats of Violence<br />

MSD will not tolerate any violent acts or threats of violence. Disciplinary action will be imposed <strong>for</strong> any violent<br />

acts. In addition, all threats of violence will be taken seriously. Disciplinary action will be imposed <strong>for</strong> any<br />

threat of violence or o<strong>the</strong>r expressions which substantially disrupt or materially interfere with school activities or<br />

<strong>the</strong> educational process. Based upon this policy, MSD highly recommends that students refrain from joking<br />

about acts of violence. Students are reminded that any violent act or any threat of violence will always be<br />

considered serious and subject to appropriate disciplinary action up to and including expulsion.<br />

Any student who has been a victim of any violent act or of any threat of violence or any student who knows of<br />

any such act or threat should report <strong>the</strong> incident immediately to one of <strong>the</strong> following MSD personnel: a Student<br />

Life Counselor; Student Life Counselor, Supervisor; a Teacher; a Therapist; <strong>the</strong> Dean of Students; an Assistant<br />

Principal; <strong>the</strong> Director of Student Affairs, <strong>the</strong> Principal or <strong>the</strong> Superintendent. Any MSD personnel to whom<br />

such acts or threats have been reported must promptly notify <strong>the</strong> Principal <strong>for</strong> investigation and <strong>the</strong> Principal will<br />

notify appropriate law en<strong>for</strong>cement personnel, when appropriate.<br />
