� Funding provided to MSD by MSDE and <strong>the</strong> LSS <strong>for</strong> all needed staff and related services as identified<br />

on <strong>the</strong> student’s IEP must be in place prior to enrollment in <strong>the</strong> PPDSED program at MSD.<br />

� The student must have cognitive functioning identified as being in <strong>the</strong> average range or higher.<br />

Admission into <strong>the</strong> Program <strong>for</strong> <strong>Deaf</strong> Students with Emotional Disability does not constitute admission into any<br />

o<strong>the</strong>r MSD educational program.<br />

E. ADMISSION INTO THE MSD FAMILY EDUCATION AND EARLY CHILDHOOD DEPARTMENT<br />

The MSD Family Education and Early Childhood Department will work cooperatively with <strong>the</strong> local Infants and<br />

Toddlers Programs (LITP), <strong>the</strong> Local Education Agency (LEA) and/or o<strong>the</strong>r providers to help parents locate<br />

appropriate services and resources <strong>for</strong> <strong>the</strong>ir young child/ren. Any child who is birth-five years of age who has a<br />

hearing loss may receive services through <strong>the</strong> Family Education and Early Childhood Department.<br />

Family Education and Early Childhood Department Services Include:<br />

� An option <strong>for</strong> an IEP at <strong>the</strong> age of 3<br />

� An option to continue with an extended IFSP at age 3 and continue working collaboratively with <strong>the</strong><br />

LITP, LEA, and o<strong>the</strong>r service providers.<br />

� IFSP services birth – age 3<br />

Family Education and Early Childhood Department Services Do Not Include:<br />

� An Enhanced Services Program<br />

� Dormitory Services<br />

� An After-<strong>School</strong> Program<br />

~MSD GEOGRAPHICAL DISTRICT POLICY~<br />

Both <strong>the</strong> <strong>Frederick</strong> and Columbia <strong>Campus</strong>es offer an elementary school program to students enrolled in prekindergarten<br />

through 5th grade. The purpose of <strong>the</strong> MSD Geographical District Policy is to ensure <strong>the</strong> effective use<br />

of school facilities, to provide sufficient capacity and staff at each campus, and to avoid <strong>the</strong> overcrowding of one<br />

campus, while underutilizing <strong>the</strong> o<strong>the</strong>r.<br />

Any student applying <strong>for</strong> admission to <strong>the</strong> elementary school program shall attend <strong>the</strong> campus to which he or she is<br />

assigned as designated by <strong>the</strong> Board of Trustees based upon <strong>the</strong> student’s bona fide residence. Effective May 19,<br />

2000, all student requests <strong>for</strong> a transfer from one campus to <strong>the</strong> o<strong>the</strong>r shall be governed by <strong>the</strong> procedures adopted<br />

by <strong>the</strong> Board of Trustees.<br />

Geographical District Areas<br />

Students are assigned to <strong>the</strong> Columbia <strong>Campus</strong> if <strong>the</strong>ir bona fide residence is in one of <strong>the</strong> following areas:<br />

Anne Arundel County<br />

Baltimore City<br />

Baltimore County<br />

Calvert County<br />

Caroline County<br />

Carroll County: Students living East of Route 97 in Carroll County<br />
