Students are assigned to <strong>the</strong> <strong>Frederick</strong> <strong>Campus</strong> if <strong>the</strong>ir bona fide residence is in one of <strong>the</strong> following areas:<br />

Allegany County<br />

Carroll County: Students living West of Route 97 in Carroll County<br />

<strong>Frederick</strong> County<br />

Garrett County<br />

Howard County: Students living West of Route 97 in Howard County<br />

Montgomery County: Students living West of Route 97 in Montgomery County<br />

Washington County<br />

A student’s bona fide residence is determined in accordance with MSD’s Admissions Policy.<br />

Transfers<br />

A parent, guardian or independent student may initiate a request <strong>for</strong> a student transfer to ano<strong>the</strong>r campus in<br />

accordance with <strong>the</strong>se procedures.<br />

Transfer requests to a campus outside of <strong>the</strong> student’s geographical district due to personal hardship may<br />

be considered. Such unique personal hardship considerations include, but are not limited to, transfer<br />

requests <strong>for</strong> siblings of students, including step-bro<strong>the</strong>rs and sisters and half-bro<strong>the</strong>rs and sisters, or o<strong>the</strong>r<br />

transportation issues. MSD has full discretion to deny a request regardless of <strong>the</strong> unique personal hardship<br />

considerations if it determines that <strong>the</strong> factors (such as building utilization, enrollment, or staffing and<br />

equipment availability) outweigh <strong>the</strong> individual reasons <strong>for</strong> <strong>the</strong> transfer.<br />

To initiate a request <strong>for</strong> a student transfer, <strong>the</strong> parent, guardian, or independent student must complete a Request<br />

For Student Transfer Form and return it to <strong>the</strong> principal of <strong>the</strong> student’s assigned campus by <strong>the</strong> date specified<br />

below.<br />

Requests <strong>for</strong> transfers to ano<strong>the</strong>r campus must be received between February 1 st and April 1 st <strong>for</strong> <strong>the</strong> following<br />

school year. Transfer requests received after April 1 st will not be accepted unless <strong>the</strong> student is a new resident in<br />

<strong>Maryland</strong> or <strong>the</strong>re is a bona fide emergency that would not have been <strong>for</strong>eseen prior to April 1 st .<br />

For requests received prior to April 1 st , MSD will notify <strong>the</strong> parent in writing of <strong>the</strong> decision made regarding <strong>the</strong>ir<br />

transfer request by June 15 th . This time frame allows MSD to consider <strong>the</strong> total number of students asking to<br />

transfer and <strong>the</strong> staffing allocations and enrollment figures <strong>for</strong> each campus. For bona fide requests made after April<br />

1 st , MSD will notify <strong>the</strong> parent in writing of <strong>the</strong> decision made regarding <strong>the</strong> transfer as soon as administratively<br />

feasible after June 15 th . Students must attend <strong>the</strong>ir assigned campus while a transfer request is being processed.<br />

Principals of both campuses will make <strong>the</strong> decision as to whe<strong>the</strong>r <strong>the</strong> transfer will be permitted. The principals will<br />

consider <strong>the</strong> following factors: building utilization (including residence hall availability, if applicable); enrollment<br />

figures; staffing and equipment availability; and <strong>the</strong> reason <strong>for</strong> <strong>the</strong> request.<br />

Transfers will usually not be permitted if –<br />

� The transfer is from a campus that is underutilized;<br />

� The transfer is to a campus that is over utilized;<br />

� The transfer will result in <strong>the</strong> overcrowding of <strong>the</strong> residence hall;<br />
