<strong>Genesee</strong> <strong>County</strong>: <strong>Agricultural</strong> Development <strong>Plan</strong><br />

CASE STUDIES: AGRICULTURAL DEVELOPMENT PROGRAMS<br />

The ACDS study team feels that a brief overview of selected public <strong>and</strong> private sector<br />

development initiatives proves as an instructive introduction to agricultural development.<br />

The study team interviewed <strong>and</strong> evaluated the best practices employed by selected<br />

agricultural viability projects throughout the United States. Summaries of these programs<br />

are provided below.<br />

LOUDOUN COUNTY, VIRGINIA<br />

Loudoun <strong>County</strong> has had an agricultural development program for 10 years. The<br />

<strong>Agricultural</strong> Development Program has operated under the guiding principles of several<br />

strategic plans. Policy work, agritourism programs, advice to farmers, publications <strong>and</strong><br />

the development of a farmers market system are key program areas of the <strong>Agricultural</strong><br />

Development Program. Production of marketing guides, listings of specialty producers,<br />

spring <strong>and</strong> fall farm tours <strong>and</strong> a website are the primary tools of the program <strong>and</strong> have<br />

proven very successful. Recent full color glossy publications include Spring Farm Tour<br />

<strong>and</strong> Product Guide 2000, Loudoun Valleys Color Farm Tour <strong>and</strong> The Loudoun Wine<br />

Trail. Their two newest programs are the farml<strong>and</strong> viability program <strong>and</strong> the Purchase of<br />

Development Rights Program. The Agriculture Development Program conducts 5 major<br />

events throughout the year. These events target non-agricultural citizens in an effort to<br />

educate <strong>and</strong> increase their awareness of the agricultural industry.<br />

ONEIDA COUNTY, NEW YORK<br />

Oneida <strong>County</strong> has had an <strong>Agricultural</strong> Development Program for two years. However,<br />

the current <strong>Agricultural</strong> Development Program Officer has been in place just several<br />

months. The <strong>Agricultural</strong> Development Program is focusing on farm propagation, food<br />

processing <strong>and</strong> manufacturing for enhancing the agricultural industry. The <strong>Agricultural</strong><br />

Development Officer is looking at market opportunities, like the niche ethnic markets<br />

from New York City to Detroit, for rekindling meat packing in the state. The<br />

<strong>Agricultural</strong> Development Program has worked out a program that provides local<br />

agricultural products to the state prison system. The institutional markets provide a great<br />

market outlet, however, the downside is that they shop for price.<br />

MASSACHUSETTS FARM VIABILITY ENHANCEMENT PROGRAM<br />

The Massachusetts Farm Viability Enhancement Program has been in place 5 years. This<br />

program is a competitive process <strong>and</strong> to date, there are 105 farms with business plans,<br />

10,000 acres under protective covenants, <strong>and</strong> an average projected increase in income of<br />

$19,000 per farm. In 2000, an additional 34 farm operations will be participating in the<br />

program. Farm viability plans are developed by teams of agricultural, economic <strong>and</strong><br />

environmental consultants who make recommendations on ways of increasing farm<br />

income through such techniques as improved management practices, diversification,<br />

direct marketing, value-added products <strong>and</strong> agritourism. Funding is made available to the<br />

farmer to implement the plan in exchange for an agricultural use covenant on the<br />

property.<br />
