Efficiency Programme and commencement of the<br />

community centre project. 2 Part V social units were<br />

acquired completing all outstanding Part V obligations.<br />

Meeting customer demands for housing adaptation,<br />

housing aid for older persons and mobility grants<br />

continued to be a challenge. 132 grants were issued to<br />

the value of €1.75m.<br />

Tullamore were further progressed with Department<br />

approval received for a 6 unit facility managed by<br />

Midlands Simon to be established in early 2012.<br />

Funding was secured under the Sustainable<br />

Communities Fund for remedial schemes at Mooney<br />

Terrace, Kilcormac and St. Oliver‟s Estate, Geashill with<br />

works to be completed in early 2012. Funding was also<br />

secured for the development of Multi-Use Games Areas<br />

at four locations with works to complete in early 2012.<br />

Social and Voluntary Housing Output<br />

The housing stock stood at 1,092 at year end with an<br />

average occupancy rate of 98.7%. 108 tenancies were<br />

allocated in 2011, comprising:<br />

- 17 under housing acquisitions (2010 programme)<br />

- 2 under Part V units acquired,<br />

- 43 under re-let of existing stock,<br />

- 41 under the Social Leasing and RAS schemes,<br />

- 2 allocated Demountable Dwellings,<br />

- 2 allocated Halting Site units,<br />

- 1 nomination to voluntary bodies.<br />

Continued suspension of Estate Management grants<br />

made it more difficult to engage with residents groups<br />

or to plan additional estate improvement works. Despite<br />

this, considerable progress was made in dealing with<br />

anti-social behaviour complaints and estate<br />

The overall <strong>Offaly</strong> Local Authorities housing capital<br />

budget for 2011 was €2.25m compared to €13m in<br />

2010. The 2011 allocation enabled resolution of a<br />

number of significant final accounts. In 2010, 49<br />

houses were constructed or acquired in comparison to<br />

133 completions in 2009. In 2011, due to capital<br />

budget restrictions no houses were constructed and no<br />
