Corporate Services Department provides a secretariat<br />
service for meetings of the <strong>County</strong> <strong>Council</strong>. The <strong>Council</strong><br />
normally meets on the third Monday of each month,<br />
excluding August. In addition an <strong>Annual</strong> Budget Meeting<br />
and an <strong>Annual</strong> Meeting must be held. In all, 18 council<br />
meetings were held in 2011.<br />
At the <strong>Annual</strong> Meeting, held on 20 th June 2011, <strong>Council</strong>lor<br />
Danny Owens was elected Cathaoirleach and <strong>Council</strong>lor<br />
Tommy McKeigue was elected Leas Cathaoirleach.<br />
Corporate Plan 2010 - 2014<br />
<strong>Offaly</strong> Local Authorities mission statement and strategic<br />
priorities and are implemented in accordance with the core<br />
values identified and adopted by the members in <strong>Offaly</strong><br />
Local Authorities Corporate Plan 2010-2014.<br />
Corporate Policy Group (C.P.G.)<br />
The Chairpersons of the Strategic Policy Committees are<br />
elected members of the <strong>County</strong> <strong>Council</strong>. They, along with<br />
the Cathaoirleach of the <strong>Council</strong>, form a committee called<br />
the Corporate Policy Group (C.P.G.), advised by the<br />
<strong>County</strong> Manager. The C.P.G. is essentially the <strong>Council</strong>’s<br />
‘Cabinet’. Its main roles are consultation in preparation of<br />
budgets, dealing with corporate issues, modernisation and<br />
customer service.<br />
The Corporate Policy Group met on 11 occasions during<br />
2011. A review of the operations of the C.P.G. was held in<br />
2011 and it was agreed that the Cathaoirleach would give<br />
an update on the issues considered at each meeting to the<br />
full <strong>Council</strong>.<br />

Strategic Policy Committees (S.P.C.s)<br />
S.P.C.s have a key role in advising and informing the<br />
<strong>Council</strong>. Their purpose is to provide a forum for debate<br />
on policy issues and for the development of policy<br />
recommendations for the <strong>Council</strong>. They have a broad<br />
membership including sectoral and community interests<br />
working with elected members and council staff. There<br />
are four S.P.C.s in <strong>Offaly</strong> dealing with the following policy<br />
areas:<br />
Housing, Corporate and Cultural Services<br />
Planning, Economic and Local Development<br />
