SOURCES OF TECHNICAL AND FINANCIAL ASSISTANCE<br />

Texas Coastal Management Program<br />

Often referred to as Section 6217 grants, the Texas<br />

Coastal Management Program (CMP) is administered<br />

by GLO. The program provides a framework for<br />

coordinating state, local, and federal programs for the<br />

management of Texas coastal resources. The CMP<br />

was created in 1973 to establish a more coordinated<br />

and comprehensive approach to coastal resource<br />

management. The program promotes management<br />

measures listed in the Coastal NPS Program<br />

Document. The management measures are divided<br />

into fi ve categories, one of which is Agriculture/Forestry.<br />

Cameron and Willacy counties are within the Coastal<br />

Zone Management Area (CZMA) as defi ned by NOAA<br />

and are eligible for this funding. The federally-approved<br />

coastal management program brings approximately<br />

$2.2 million in federal CZMA funds to state and local<br />

entities in Texas to implement projects and program<br />

activities in the coastal zone (Cameron and Willacy<br />

counties). Categories for use of these funds include<br />

critical areas enhancement, information and data<br />

availability, public E&O and water quality improvement<br />

Water Quality Management <strong>Plan</strong> Program<br />

Created by Senate Bill (SB) 503 of the 73rd<br />

Legislature in 1993 and administered by the TSSWCB,<br />

the Water Quality Management <strong>Plan</strong> program (also<br />

known as the SB 503 program) provides agricultural<br />

producers the opportunity to comply with state water<br />

quality laws through traditional, voluntary, incentivebased<br />

programs. Through this program, site-specifi c<br />

Water Quality Management <strong>Plan</strong>s (WQMPs) are<br />

developed through local SWCDs at the request of the<br />

landowner. <strong>Plan</strong>s include appropriate land treatment<br />

practices, production practices and management and<br />

technology measures to achieve a level of pollution<br />

prevention or abatement consistent with state water<br />

quality standards.<br />

Incentives are then provided by the TSSWCB<br />

to landowners or operators with WQMPs for the<br />

installation of soil and water conservation and land<br />

improvement measures consistent with the purpose of<br />

controlling erosion, conserving water and/or protecting<br />

water quality .<br />

Economically Distressed Area Program<br />

In 1989 the Texas Legislature established The<br />

Economically Distressed Area Program (EDAP) and<br />

TWDB was given the responsibility of administering<br />

it. The purpose of the EDAP program was to provide<br />

basic water and wastewater services to low-income,<br />

unincorporated communities, including colonias, and<br />

to stop the continued development of substandard<br />

subdivisions through the implementation of the Model<br />

Subdivision Rules, state rules that establish minimum<br />

standards and criteria for construction of residential<br />

developments .<br />

Agricultural Water Conservation Program<br />

The Agricultural Water Conservation Program<br />

provides grants and low-interest loans to political<br />

subdivisions of the state, state agencies and private<br />

individuals for agricultural water conservation and/or<br />

improvement projects. The funds can be used to<br />

fi nance demonstration projects, technology transfers<br />

and educational programs. The program also provides<br />

a linked deposit loan program for individuals to<br />

access TWDB funds through participating local and<br />

state depository banks and farm credit institutions<br />
