these facilities represents a mitigation of untreated or<br />

poorly treated wastewater which would ordinarily enter<br />

the Arroyo Colorado from colonias and failing septic<br />

systems.<br />

The Arroyo Colorado PRP encourages the voluntary<br />

utilization of enhanced treatment projects to reduce<br />

the loading of pollutants (BOD5, TSS, NH3-N, TP and<br />

TN) to the Arroyo Colorado using tertiary treatment<br />

mechanisms or post-treatment biological systems to<br />

polish treated effl uent produced through conventional<br />

wastewater treatment. The enhanced treatment projects<br />

include:<br />

• Reuse of wastewater effl uent through landscape<br />

irrigation,<br />

• Effl uent polishing pond systems,<br />

• Small-scale, constructed wetland systems for<br />

enhanced wastewater treatment and<br />

• Tertiary wastewater treatment using<br />

denitrifi cation.<br />

Except for reuse through irrigation and tertiary<br />

treatment, all enhanced treatment projects proposed<br />

in the Arroyo Colorado PRP include structures that<br />

facilitate collection of water quality samples and<br />

measurement of fl ow downstream of the treatment<br />

system. Table 10 summarizes the enhanced treatment<br />

projects completed to date and those proposed for<br />

implementation by 2015.<br />

The reuse of effl uent is recognized as a viable option<br />

for reducing the amounts of pollutants entering the<br />

Arroyo Colorado as long as in-stream water needs for<br />

aquatic life are considered. In the <strong>Rio</strong> <strong>Grande</strong> (Region<br />

M) Regional Water <strong>Plan</strong> approved by TWDB in 2001,<br />

the Arroyo Colorado is recognized as an important<br />

source of freshwater infl ows to the <strong>Lower</strong> Laguna<br />

Madre, which is both economically and ecologically<br />

important to the region (RGRPG 2001). The Region<br />

M Water <strong>Plan</strong> also lists the Arroyo Colorado as<br />

representing a second potential water supply, although<br />

use is limited due to poor quality conditions.<br />
