Findings from the Investigation <strong>of</strong><br />

Cross-Border Collaborative <strong>Mental</strong> <strong>Health</strong><br />

Promotion Practices<br />

A study was commissioned (McCready 1999), with funding from the EU<br />

Programme for Peace and Reconciliation, to assess the feasibility <strong>of</strong> linking the<br />

two parallel projects in a joint cross-border initiative. The two communities have<br />

much in common and share a similar community pr<strong>of</strong>ile. They also have had<br />

different experiences and there is much mutual learning to be gained from this.<br />

Project Aims<br />

The aims <strong>of</strong> the project are:<br />

• To implement and systematically evaluate a model <strong>of</strong> mental health<br />

promotion practice based on community participation principles.<br />

• To establish cross-border co-operation with a view to sharing information,<br />

experiences and expertise in promoting health and social well-being in rural<br />

settings.<br />

Project Objectives<br />

The objectives <strong>of</strong> the project are:<br />

• To facilitate community networking, both within communities and on a crossborder<br />

basis, in addressing the shared mental health needs <strong>of</strong> rural<br />

communities.<br />

• To develop a partnership model <strong>of</strong> practice whereby community groups will<br />

participate in and influence policy and practice with regard to the delivery <strong>of</strong><br />

mental health and health promotion services to meet local needs.<br />

• To impact on as wide a number <strong>of</strong> agencies as possible in order to increase<br />

understanding and awareness <strong>of</strong> the influence <strong>of</strong> broader social and economic<br />

factors on the well-being and quality <strong>of</strong> life <strong>of</strong> rural communities.<br />

• Based on the findings from the evaluation, to inform the mainstreaming <strong>of</strong><br />

community participation models <strong>of</strong> mental health promotion and their role in<br />

re-orienting existing statutory and voluntary health services.<br />

• Through the process <strong>of</strong> project development and delivery, to build on and<br />

support and enhance the existing capacities <strong>of</strong> community groups to engage<br />

with voluntary and statutory agencies in addressing local needs.<br />

• Through the sharing <strong>of</strong> experiences and expertise <strong>of</strong> community groups and<br />

health workers from both sides <strong>of</strong> the border, to facilitate understanding, cooperation<br />

and networking around issues <strong>of</strong> mutual concern.<br />

Duration<br />

Joint consultation on this project started in 1997. Funding was secured for this<br />

project in September 1999 and the first meeting <strong>of</strong> the Joint Steering Group took<br />

place in October 1999. Phase I <strong>of</strong> the project ran until June 2001. Funding has<br />

recently been secured for a second phase.<br />

Funding<br />

This project is being funded until by the ADM/CPA-administered EU Programme<br />

for Peace and Reconciliation with support from the North Western <strong>Health</strong> Board<br />

and Homefirst Community Trust.<br />
