2010/11 (continued)
Table 3: Objective 3: Promoting Employability and Sustainable Livelihoods through Skills Development
NSDS Success Indicator ETDP SETA Target 2010/11 Achievement Comments
3.2 By March 2011, at least
2,000 non-levy-paying
enterprises (NLPEs), Non-
Governmental Organisations
(NGOs), Community Based
Organisations (CBOS) and
community-based cooperatives
to be supported
by skills development.
80 NLPEs, NGOs, CBOs
and community-based cooperatives
to be supported
by skills development.
114 NLPEs, NGOs, CBOs
and community-based cooperatives
were supported.
This target was exceeded by
providing additional support
at reduced costs.
Table 4: Objective 4: Assisting Designated Groups, including New Entrants, to participate in Accredited Work, Integrated
Learning and Work-Based Programmes to Acquire Critical Skills to enter the labour market and self-employment
NSDS Success Indicator ETDP SETA Target 2010/11 Achievement Comments
4.1 By March 2011, at least
125,000 unemployed
people assisted to enter
and at least 50% successfully
complete programmes,
including learnerships and
apprenticeships, leading to
basic entry, intermediate and
high-level scarce skills.
Entry: By March 2011,
1,840 unemployed people
assisted to enter learning
programmes.
Completions:
From the previous
learning programmes,
1,370 to have successfully
completed programmes
including learnerships and
apprenticeships, leading to
basic entry, intermediate and
high-level scarce skills.
Entry: By March 2011,
2,719 unemployed people
had been assisted to enter
learning programmes.
Completions:
2,971 completed
programmes, including
learnerships and
apprenticeships, leading to
basic entry, intermediate and
high-level scarce skills.
The ETDP SETA exceeded
this target as there
was a greater need for
programmes for the
unemployed than expected
and the planned costs
were lower than the actual
costs. Thus the ETDP
SETA was able to provide
more support to more
unemployed learners.
Entry:
Learnerships: 1,080;
Artisans: 40;
Bursaries: 160
Skills Programmes: 400; and
Skills Programmes: 400
Internships: 60
400 learners in critical skills
programmes covered by
sector agreements from
FET and HET institutions
to be assisted to gain work
experience locally or abroad,
of which 70% (280) find
placement in employment or
become self employed.
Entry:
Learnerships: 1,449
Artisans: 47
Bursaries: 516
Skills Programmes: 460
Internships: 247
Learnerships: 2,230
Artisans: 45
Bursaries: 59
Skills Programmes: 504
Internships: 133
The ETDP SETA was not
able to reach its completions
target for bursaries and
will be monitoring the
completions in the next
financial year to ensure
higher completion rates.
4.2 100% of learners in critical
skills programmes covered
by sector agreements from
FET and HET institutions
assisted to gain work
experience locally or abroad,
of whom at least 70% find
placement in employment or
are self-employed.
A total of 752 learners in
critical skills programmes
from FET and HET
institutions were assisted
to gain work experience
as per the request from
constituencies. There were
160 learners (57%) who
were placed.
The ETDP SETA exceeded
its target in assisting learners
get work experience in
critical skills programmes.
However, it needs to
improve the placement rate
by entering into partnerships
with employers.
