Chief Executive Officer’s Overview<br />

An overview of the <strong>ETDP</strong> SETA performance in 2010/11 and future plans<br />

Below are some of the key projects and initiatives we<br />

implemented in the 2010/2011 financial year:<br />

Skills development for the unemployed youth<br />

In the current challenging economic climate, with its high level of<br />

unemployment, especially amongst the youth, the <strong>ETDP</strong> SETA<br />

recruited and ensured the enrolment of many unemployed people<br />

into our differentiated projects and programmes which included<br />

various learnerships, Unit standard based skills programmes,<br />

internships, experiential learning and provided a significant number<br />

of bursaries to access tertiary and FET institutions. As shown in<br />

Table 6 of this report, out of our total target of different skills<br />

development programmes, 3,752 young people under the age of<br />

35 benefited. This number constituted 64.63% achieved against<br />

the total target. Indeed, this indicated that we have succeeded in<br />

meeting our equity target of ensuring that at least 60% of all our<br />

skills interventions will benefit youth, the majority of them being<br />

black and from rural areas.<br />

Despite all the transitional challenges which included the new<br />

SETA landscape, the introduction of the NSDS III and the<br />

Standard Constitution, it is pleasing to once again report to our<br />

Constituencies, Beneficiaries and the Public at large that we<br />

remained resolute in fulfilling the skills development mandate<br />

assigned to us. We report with pride that skills development in the<br />

ETD Sector remains central to the emancipation of our human<br />

capital for both the unemployed employability and the employed<br />

people. We always go an extra mile by supporting the education<br />

system at highest policy development and implementation<br />

processes. These include the leading role we played in the hosting<br />

of both the Teacher Development and FET Summits. I will<br />

elaborate on these in this report.<br />

The aim was to ensure that the learners become employable<br />

after the completion of the learning interventions. It is worth<br />

mentioning that the New Venture Creation, the Internship<br />

programmes and Work Place Experience contributed significantly<br />

to job creation. Many interns found employment before the<br />

twelve month duration of the internship programme was<br />

completed. Those that we trained in the New Venture Creation<br />

Learnership received assistance from us to register their business<br />

ventures and created self employment. We also supported<br />

learners through work place experiential learning as part of their<br />

academic requirements so that they can attain their academic<br />

qualifications. A total of 752 learners who were supported and of<br />

these, 160 found permanent employment.<br />

Whilst we can boast about this achievement the reality on the<br />

ground is that the majority of youth remain unemployed despite<br />

many training interventions. There is still a gap between the skills<br />

supply side and the skills demand side in the labour market. The<br />

unemployment rate of 25, 3% reported in the Quality Labour<br />

Force Survey of Quarter 2 of 2010 signals a serious challenge.<br />

However, the commitment of our government to create millions<br />

of jobs, the New Growth Path and strategic support will ultimately<br />

address the challenge for the better.<br />

It is against this background that our focus is biased more towards<br />

youth development in order to create the individual employability<br />

profile. We have registered a Level 5 Learnership qualification<br />

on Youth Development Practices which we are implementing<br />

successfully.<br />
