stakeholders as they host and provide mentorship and support for<br />

learners enrolled in the Community Development learnership.<br />

Achievements<br />

The province maintained good relations with key stakeholders<br />

and a strategic partnership was established between the Premiers<br />

Office, the Department of Social Development and the <strong>ETDP</strong><br />

SETA to implement the Development Practices learnership for<br />

150 unemployed learners across the province.<br />

The percentage of placement of learners in workplaces was<br />

high and there was a willingness of employers to participate in<br />

the <strong>ETDP</strong> SETA’s programmes. More than 80% of the learners<br />

recruited were from the rural areas of the province, more than<br />

84% of the beneficiaries are black and more than 54% are women.<br />

The skills programmes were identified by employers in the ETD<br />

Sector, with the following programmes being requested and<br />

implemented: Assessor Training; Management & Leadership; and<br />

Development of Assessment tools.<br />

Learners were identified by the DBE, FET Colleges and Trade<br />

Unions.<br />

The Assessor training programmes benefitted employees involved<br />

in the Human Resources Development unit of the DBE, by<br />

providing a better understanding of assessment practices to assist<br />

district subject advisors to capacitate educators in the classroom.<br />

The Leadership and Management programme beneficiaries<br />

were Union Office Bearers who are in leadership positions in<br />

the province. The objective of this initiative was to increase the<br />

efficiency of Office Bearers in order for them to contribute<br />

positively to their respective Trade Unions.<br />

FET College lecturers that did not have formal educational<br />

qualifications were trained in the development of assessment<br />

tools. This provided an understanding of the different assessment<br />

tools and the ability to develop appropriate assessment tools.<br />

To assist the provincial Department of Social Development<br />

with its Balelapa household survey project, the <strong>ETDP</strong> SETA<br />

implemented the Development Practices learnership for 150<br />

unemployed learners from across the province. This initiative<br />

strengthened the relationship between the <strong>ETDP</strong> SETA and the<br />

provincial government departments, namely: the Premier’s Office<br />

and the Department of Social Development.<br />

Although the project is due for completion in the 2011/12<br />

financial year, seven of the learners have already been employed<br />

by the Department of Social Development.<br />
