Report of the Accounting Authority (continued) Events after the Reporting Date The ETDP SETA received an application through the High Court from a service provider who is disputing the outcome of a tender that was awarded in KwaZulu-Natal and Gauteng. The provider has also requested that tenders that were not awarded in the Free State, Limpopo and the Eastern Cape, due to providers scoring below 60% for functionality, be re-evaluated. This is the same private provider that claimed entitlement to the tender award in the previous financial year. We believe that all our processes are above board and will fight against this. Future Focus The ETDP SETA has been re-certified by the Minister of Higher Education and Training and is committed to servicing Strategic Priority 4 of the Medium Term Strategic Framework, “Strengthen the skills and human resource base” and the Ministry of Higher Education and Training outputs of: • Establishing a credible institutional mechanism for skills planning; • Increasing access to programmes leading to intermediate and high level learning; • Increasing access to occupationally-directed programmes in needed areas and thereby expanding the availability of intermediate level skills (with a special focus on artisan skills); • Increasing access to high level occupationally-directed programmes in needed areas; and • Research, Development and Innovation in human capital for a growing knowledge economy. In the year under review, the ETDP SETA budgeted and planned to open offices in all nine provinces, but due to uncertainty surrounding recertification, put the roll out on hold until confirmation was given by the Minister of Higher Education and Training. As a result the SETA was left with reserves at year-end which will be used in the new financial year to open offices in Bloemfontein, Potchefstroom, Kimberley, Nelspruit and Cape Town, bringing services closer to the people. Whilst the ETDP SETA recognises the importance of National Strategies, it will also put the development of the ETD Sector and its constituencies at the centre of its strategies for the next five years.
