Challenges<br />

The biggest challenge faced in Mpumalanga was the recruitment<br />

and placement of disabled learners. Recruitment of learners is<br />

undertaken by employers who in turn control the number of<br />

disabled learners that the SETA can recruit. An effort was made to<br />

approach organisations working with the disabled for recruitment<br />

of disabled learners. One such initiative was through the disability<br />

desk of Office of the Premier. The Premier’s Office offered<br />

support, including the services of interpreters for the deaf learners<br />

that participated in the skills programmes, without charging a<br />

fee. The University of Pretoria developed Braille material to<br />

accommodate blind learners. Special accommodation had to be<br />

secured for physically disabled learners as they were not able to<br />

travel every day. Additional funds had to be raised to cover the<br />

extra costs for these learners.<br />

A second challenge related to the placement or absorption<br />

of learners into the workplace once they had completed their<br />

learnerships. Most learners found it difficult to gain employment<br />

and employers were not willing to commit to employment after<br />

they had hosted the learners.<br />

Future Plans<br />

The province intends intensifying its working relationship with<br />

stakeholders and constituencies. Plans for the new financial year<br />

are under way and constituencies have already been consulted.<br />

The province will be enrolling learners in the ECD Level 5<br />

learnership to support those learners who completed the ECD<br />

Level 4 learnership in previous years. More programmes will be<br />

undertaken to raise the level of awareness of the <strong>ETDP</strong> SETA<br />

and its offerings. The <strong>ETDP</strong> SETA is currently in the process of<br />

establishing an office in the province.<br />

Northern Cape<br />

The Northern Cape provincial office continued to carry out<br />

the <strong>ETDP</strong> SETA’s mandate in support of national and provincial<br />

priorities to improve the quality of life of the people of the<br />

Northern Cape, through the provision of much needed skills.<br />

Central to rolling out the ECD programme is the provision of a<br />

good foundation for children entering the schooling system, which<br />

has proved to be important for school readiness and the future<br />

success of learners throughout their schooling.<br />

The provincial team is committed to working in collaboration with<br />

key stakeholders and constituencies in the province to implement<br />

skills development. This is evident in the participation of the<br />

provincial team in key organised structures. Provincial structures<br />

include the Expanded Public Works Programme; the Provincial<br />

Skills Development Forum (co-ordinated by the Premier’s Office);<br />

and the Skills Development Committee (co-ordinated by the<br />

DBE).<br />

The constituencies which participate in the <strong>ETDP</strong> SETA skills<br />

development initiatives are mainly the DBE; NGOs/CBOs;<br />

FETs; ECD organisations; Trade Unions; and small levy-paying<br />

organisations.<br />

Unemployed learners are recruited and supported through<br />

the NYDA and other Youth organisations in the province as<br />

well as through the Premier’s Office. The municipalities are key<br />
