Skills Development Programmes Implemented<br />
This section provides information on the types of learning<br />
programmes that the <strong>ETDP</strong> SETA implemented in the year under<br />
review. These include:<br />
• Learnerships;<br />
• Skills programmes; and<br />
• Internships.<br />
According to the Skills Development Act, No. 97 of 1998<br />
(as amended), learning programmes include learnerships,<br />
apprenticeships, skills programmes and any other prescribed<br />
learning programmes which incorporate a structured work<br />
experience component.<br />
To achieve its strategic objectives and respond to the skills needs<br />
of its constituencies, the <strong>ETDP</strong> SETA implemented learnerships<br />
and skills programmes in all provinces. In addition, it implemented<br />
internships in some provinces.<br />
Learnerships<br />
A Learnership is a full qualification programme which is delivered<br />
through a combination of work-based learning which is practical<br />
(70%) and a structured theoretical learning programme (30%). A<br />
learner who completes a learnership will be able to demonstrate<br />
the practical application of competence (skills, knowledge, values<br />
and attitudes) in an employment context. Learnership qualification<br />
components consist of:<br />
• Fundamentals: Basic education requirements to take part in a<br />
learnership – usually life skills, numeracy and literacy<br />
competence and communication skills;<br />
• Core: The mainframe of the learning programme (what the<br />
qualification is to be based on) – the core skills and<br />
knowledge required;<br />
• Electives: The specialised areas, or the application of the core<br />
skills and knowledge in defined work situations.<br />
During 2010/11 the <strong>ETDP</strong> SETA implemented the Further<br />
Education and Training Certificate (FETC) in Early Childhood<br />
Development (ECD) Practice NQF Level 4, the FETC in<br />
Development Practice NQF Level 5 and the Occupationally<br />
Directed Education Training and Development (OD-ETD)<br />
Certificate NQF Level 5.<br />
