There is a strong correlation between the number of providers<br />

accredited and the number of providers who submitted learner<br />

achievements for verification.<br />

Highlights<br />

The Minister of Higher Education and Training launched the<br />

Quality Council for Trades and Occupations (QCTO) on 23<br />

February, 2010. The QCTO will take over the quality assurance of<br />

occupationally directed learning and will work closely with SAQA.<br />

In March 2011, the QCTO delegated quality assurance functions<br />

to the <strong>ETDP</strong> SETA. The Service Level Agreement will be signed in<br />

July 2011.<br />

The <strong>ETDP</strong> SETA has started developing occupational qualifications<br />

for the ETD Sector, the first being the Training and Development<br />

Professional, OFO Code 242401, which is linked to the following<br />

occupations:<br />

• Learnership Manager;<br />

• Training Advisor;<br />

• Training and Development Practitioner;<br />

• Training Consultant;<br />

• Training Coordinator;<br />

• Training Material Developer; and<br />

• Training Officer.<br />

The qualification will ensure that there is a constant supply of<br />

qualified and competent Education Training and Development<br />

Practitioners across all the economic sectors. Plans to develop<br />

occupational qualifications for FET lecturers are under way and<br />

these will be undertaken in partnership with DHET, SAQA,<br />

SACPO and the Council on Higher Education.<br />

Challenges<br />

In ensuring that the ETD Sector has quality providers that facilitate<br />

the acquisition of skills and competencies much needed by<br />

employers, the <strong>ETDP</strong> SETA encountered a number of challenges.<br />

An increasing number of providers applied for single unit<br />

standards and thus end up running three day interventions that<br />

do not necessarily develop learners holistically. There is typically<br />

very little articulation between these interventions and full<br />

qualifications. This creates progression problems for learners when<br />

they wish to obtain a full qualification.<br />

Very few providers applied for accreditation in the rural provinces<br />

such as Northern Cape, Mpumalanga, North West and Eastern<br />

Cape. Most of these providers lack the skills to develop learning<br />

materials.<br />

Future Plans<br />

In the 2011/12 financial year, accreditation applications will only be<br />

accepted from constituent providers who apply for 25 or more<br />

credits. These unit standard packages must be linked to, or be part<br />

of, a full qualification.<br />

The <strong>ETDP</strong> SETA will develop a structured provider development<br />

project targeting the rural provinces. Well established and excelling<br />

providers can be used to incubate aspiring providers in these<br />

provinces. The <strong>ETDP</strong> SETA will investigate mechanisms to fund<br />

and monitor the development of providers in provinces such as<br />

the North West, Northern Cape, Mpumalanga, Limpopo, rural<br />

Western Cape and Eastern Cape.<br />
