Equity<br />

Graduations<br />

One of the highlights in the province was the graduations held<br />

in the following programmes; Early Childhood Development L4,<br />

ECD L5, Development Practice L5 and ABET Practitioner L4. Most<br />

of these learners have since been employed permanently by the<br />

DBE in the Eastern Cape. Some of the ECD L5 graduates went<br />

on to register with Rhodes University and the University of Fort<br />

Hare for their BEd degrees in Foundational Phase as part of their<br />

further development.<br />

Challenges<br />

One of the biggest challenges experienced was the recruitment<br />

of disabled learners. In most cases, employers indicated that they<br />

were unable to recruit disabled learners to participate in the<br />

<strong>ETDP</strong> SETA funded programmes. An effort is being made to<br />

approach organisations that are supporting people with disabilities<br />

to provide a list of potential learners for the new financial year.<br />

Future Plans<br />

The province intends to intensify its working relationships with all<br />

stakeholders and constituencies. Plans for the new financial year<br />

are under way and constituencies have already been consulted.<br />

Free State Province<br />

The Free State provincial team has very close relationships with<br />

key stakeholders in the province. These include the DBE, the<br />

Premiers Office, the Higher Education Institutions (HEIs), the<br />

FETs, other SETAs and the constituency forums. The <strong>ETDP</strong> SETA<br />

participates in the provincial SDF and on the DBE provincial and<br />

regional committees. The province has included the following<br />

constituencies in its implementation for the financial year: DBE,<br />

FET colleges, HEIs, NGOs, ECDs, independent schools, private<br />

providers and organisations representing the disabled. Highlights<br />

for the year include: the inclusion of 61 disabled learners in an<br />

Information Communication Technology (ICT) programme, the<br />

piloting of the Vocational Education Orientation Programme<br />

(VEOP) in partnership with the HEI and the FET colleges in the<br />

province and support for private providers to sensitise them to<br />

the changes that are planned with the implementation of the<br />

QCTO.<br />

Achievements<br />

The province implemented a variety of programmes in the<br />

financial year, which are detailed below. Of significance is the<br />

co-ordination of the ECD programmes within the province with<br />

a forum formed with the DBE, the provincial ECD forum and<br />

the SETA being represented to ensure that priorities are jointly<br />

addressed. The SETA facilitated a meeting with the FET colleges<br />

to determine their skills development needs into the future and<br />

to cement the support of the SETA for the FET colleges in the<br />

province. The following programmes were implemented in the<br />

financial year:<br />

Learnerships<br />

Early Childhood Development Learnership<br />

Several programmes were implemented in the province in the<br />

ECD constituency. The DBE applied for funding to implement ECD<br />

Level 5. This was approved and implemented in the south of the<br />

province and in Bloemfontein for 56 learners. ECD matrons were<br />

trained through skills programmes using the voucher system and<br />

ECD learners were included in the recruitment of the ABET Level<br />

4 programme in the Qwa Qwa area.<br />

Occupationally Directed Education and Training<br />

Development Learnership<br />

The province implemented the OD-ETD learnership for 30<br />

learners in the FET Sector. This programme supported FET<br />

lecturers in Sasolburg and Kroonstad.<br />

ABET Level 4 Learnership<br />

The ABET programme continued to support the FET institutions<br />

and HEIs in the province as employers. The institutions were<br />

supported with Level 3 and the support of these learners<br />

continued into ABET Level 4 in the financial year. Further learners<br />

were identified in the ECD constituency and the programme is<br />

running in Welkom, Bloemfontein and Qwa Qwa.<br />

Internships<br />

The Internship Programme was implemented in four FET colleges<br />

and the two Higher Education institutions. For the first time in<br />

the province an NGO was allocated interns in Qwa Qwa. Overall<br />

47 interns were placed and more than 80% were employed on<br />

completion of the programme.<br />
