federation. 13 It was stated in the “Draft Constitution of the Soviet Republic of<br />

China”, which was voted on in the Preliminary Commission of the First National<br />

Soviet Representatives Meeting of the Chinese Communist Party in November<br />

1931, that nations would be provided with the right to self determination, and<br />

that nations such as Mongolia, the Uyghur region and Tibet would be entitled to<br />

separate from the state and be free to decided whether to join or leave the Chinese<br />

Soviet Federation or to establish their own autonomies. 14 However, the Chinese<br />

Communists suddenly changed their minds in 1949, and totally abandoned the<br />

promises they had made, and by which they had deceived nations such as Mongolia,<br />

the Uyghur region and Tibet. When the Chinese Communists came to power,<br />

they continued the assimilation policy of the Nationalist Chinese (Kuomintang)<br />

government, despite the fact that they had accused the later for assimilating the<br />

minorities. For instance, the project of transferring Chinese (Han) population to<br />

East Turkistan, which had already been planned, but could not be implemented<br />

by the Nationalist administration, was implemented by the Chinese Communists.<br />
