China”, which was voted on in the Preliminary Commission of the First National
Soviet Representatives Meeting of the Chinese Communist Party in November
1931, that nations would be provided with the right to self determination, and
that nations such as Mongolia, the Uyghur region and Tibet would be entitled to
separate from the state and be free to decided whether to join or leave the Chinese
Soviet Federation or to establish their own autonomies. 14 However, the Chinese
Communists suddenly changed their minds in 1949, and totally abandoned the
promises they had made, and by which they had deceived nations such as Mongolia,
the Uyghur region and Tibet. When the Chinese Communists came to power,
they continued the assimilation policy of the Nationalist Chinese (Kuomintang)
government, despite the fact that they had accused the later for assimilating the
minorities. For instance, the project of transferring Chinese (Han) population to
East Turkistan, which had already been planned, but could not be implemented
by the Nationalist administration, was implemented by the Chinese Communists.
