8 The Chinese attempts to explain the 1000-year<br />

period by manipulating the diplomatic relations<br />

between Chinese dynasties and Turkic States founded<br />

in east Turkistan. For instance, China considers<br />

the gifts sent by Turkic states to Chinese<br />

dynasties as “taxes” and thereby attempts to present<br />

this as an affiliation between the central government<br />

and khanates. However, historians have<br />

recently found out that the Chinese recorded the<br />

gifts of Chinese Emperors to foreigners as “gifts” or<br />

“presents” whereas they recorded the gifts coming<br />

from foreign states as “taxes”. They also recorded<br />

the annual taxes which the Chinese regularly paid<br />

to Gokturk and Uyghur Khanates as “gifts” or “presents”.<br />

Therefore, the concept “Who pays tax to<br />

China is affiliated to China” has no validity.<br />
