3.7 Law Enforcement and Compliance<br />

3.7.1 Targets & Critical Limits<br />

Operational specifications refer to the measureable targets or critical limits applicable to<br />

activities/developments or activity/development zones in and around the estuary.<br />

To be included in later version of EMP by the Estuary Forum Executive team<br />

3.7.2 Management Strategies and Actions<br />

The following actions or issues, specifically related to law enforcement and compliance have been<br />

identified in the Situation Assessment and at the Stakeholder Workshop held in Eland Bay<br />

(September 2009):<br />

Increase capacity for law enforcement/compliance to manage and control fishing pressure<br />

and illegal fishing (i.e. removal of gill netting) in Verlorenvlei. Gill netting compromises the<br />

nursery function and relevant authorities (CapeNature and DAFF) have agreed to not renew<br />

licenses to riparian owners in future;<br />

Increase capacity law enforcement/compliance with respect to pollution from agricultural<br />

activities in the catchment (e.g. polluted agricultural return flows) and town and tourism<br />

development (waste and wastewater);<br />

Increase capacity law enforcement/compliance with respect to water abstraction; and<br />

Increase capacity law enforcement/compliance with respect to infrastructure development<br />

and land-use adjacent to estuary; and<br />

Need to address safety and security in the area as crime is on the increase (related to lack of<br />

jobs as farming only provides livelihoods for 6 months of the year).<br />

ACTION 7.1: No renewal of gillnetting licenses and sign a MoU (CapeNature and DAFF) to increase<br />

compliance capacity<br />
