However, the importance of introducing the Verlorenvlei EMP to other management initiatives –<br />
ultimately the role of the Estuary Forum - in the area, e.g. the Annual Review of the IDP of the<br />
Cederberg Municipality, was stressed. Until such time as the Estuary Forum is officially established,<br />
workshop participants agreed that representatives of the local communities should attend the other<br />
management initiatives to ensure that the EMP and its aims are communicated from the outset.<br />
To be effective from an operational perspective, the EF also needs to establish an Executive team<br />
directly responsible for the implementation of the plan. An Executive team typically consists of:<br />

A chairperson, to be elected by the forum and to take the lead in the development and<br />
implementation of the EMP.<br />

Technical Working Groups (TWGs) or Sub-committees for each of the key issues packages<br />
identified by stakeholders (see below).<br />
Initially it was envisaged that TWGs would be established at the September 2009 Stakeholder<br />
Workshop, but stakeholders were of the opinion that participation at that workshop were not fully<br />
representative of all the local communities. Some of the authorities were also not adequately<br />
represented. It was therefore considered inappropriate to establish the EF or TWGs at this point and<br />
that this had to be done at a later stage.<br />
The following technical working groups (or liaison teams) have been proposed (Felicity Strange, pers.<br />
comm.):<br />

Agriculture liaison team (must include 2 farmers as a minimum);<br />
Enforcement liaison team, consisting of staff from municipality and relevant authorities with<br />
executive powers (ensuring law enforcement);<br />
Conservation, living resources and land use liaison team;<br />
Water quantity and quality liaison team;<br />
Enterprise and entrepreneurial liaison team; and<br />
Empowerment liaison team.<br />
A 3rd Stakeholder workshop will establishing the EF and the TWGs to ensure that responsible<br />
authorities and local communities take ownership of the EMP, a crucial element towards achieving<br />
the vision and strategic objectives of this plan, now and in future.<br />
