340B A federal program that limits the cost of covered outpatient drugs providing significant<br />

savings for <strong>FQHCs</strong> <strong>and</strong> their patients<br />

BPHC - Bureau of Primary Health Care, one of four bureaus at the Health Services Resources<br />

Administration (HRSA) which has responsibility for assuring that underserved <strong>and</strong> vulnerable<br />

people get the health care they need.<br />

Capitated Payment - A predetermined payment amount made on a per capita (per patient) basis<br />

regardless of the amount of services used during any given period of time, unlike “fee for service”<br />

payments structures which pay for services provided <strong>to</strong> each individual patient based on the type<br />

<strong>and</strong> amount of service provided at each visit.<br />

CHC - Community Health Center, also known as Federally Qualified Health Centers (<strong>FQHCs</strong>) or<br />

<strong>330</strong> Grantees.<br />

CHD - County Health Department is a public agency funded by the Florida legislature <strong>to</strong> promote<br />

healthy lifestyles <strong>and</strong> moni<strong>to</strong>r <strong>and</strong> prevent health risks including the spread of disease. Some CHDs<br />

provide primary healthcare services in addition <strong>to</strong> their “public” health role.<br />

Continuum of Care - A local or regional system for helping people who are homeless or at<br />

imminent risk of homelessness by providing housing <strong>and</strong> services appropriate <strong>to</strong> their needs from<br />

homeless prevention <strong>to</strong> emergency shelter <strong>to</strong> permanent housing.<br />

Enabling Services - Support services provided at <strong>FQHCs</strong> including transportation, translation <strong>and</strong><br />

interpretation, case management, outreach, patient education which make primary <strong>and</strong> preventative<br />

healthcare services more accessible <strong>to</strong> the target populations served by an FQHC.<br />

Exp<strong>and</strong>ed Medical Capacity (EMC) - A category of <strong>330</strong> expansion funding aimed at increasing<br />

the number of hours, space or providers at an existing FQHC.<br />

Federal Tort Claim Act (FTCA) - Grants medical malpractice liability protection <strong>to</strong> HRSAsupported<br />

health centers. Under the Act, health centers, their employees, <strong>and</strong> eligible contrac<strong>to</strong>rs are<br />

considered Federal employees immune from suit with the Federal government acting as their<br />

primary insurer.<br />

Fee for Service - Payment based on the specific type <strong>and</strong> amount of services provided <strong>to</strong> each<br />

individual patient unlike “capitated” payment structures which pay a predetermined amount on a per<br />

capita (per patient) basis regardless of the amount of services used during any given period of time,<br />

FQHC - Federally Qualified Health Centers, also known as Community Health Centers (CHCs) or<br />

<strong>330</strong> Grantees.<br />

FQHC “Look Alike” - A federal designation indicating that a health center meets all the same<br />

requirements as an FQHC without the <strong>330</strong> funding.<br />
