1 Outcome and<br />
programme<br />
structure<br />
Description<br />
This element would replace the current ‘Outcome strategy’ and<br />
‘Outcome expense statement’ sections in the Portfolio Budget<br />
Statements.<br />
It would include a diagram to describe the programme structure<br />
for each of the outcomes of an entity. Two examples (non-complex<br />
and complex diagrams) are shown in Attachment I.<br />
The diagram aims to:<br />
• illustrate how programmes, sub-programmes and activities<br />
are mapped to an entity’s outcome<br />
• provide greater visibility of the breadth of activities being<br />
undertaken<br />
• serve as a quick reference point for an entity’s <strong>performance</strong><br />
planning structure.<br />
2 Programme<br />
summary<br />
The programme summary would replace the current ‘Programme<br />
objectives’ section in the Portfolio Budget Statements.<br />
It would provide a summary of the major business areas of an<br />
entity.<br />
The information required in this element would cover:<br />
• the title of the programme or other area of activity<br />
• a statement of its purpose or objective<br />
• the year it commenced<br />
• the budget for the current year and forward estimates<br />
• an indicative assessment of its complexity<br />
• an indicative assessment of its risk status<br />
• the relevant Government Finance Statistics sub-function,<br />
which is needed to more readily track activities over time.<br />
This information would provide a high-level overview of the<br />
programme or other major area of activity of an entity. The<br />
complexity and risk status of the programme, together with its<br />
cost, would inform an entity’s decision about the volume of<br />
information it provides.<br />
3 Forecast<br />
resources<br />
Forecast resources would provide financial data about a<br />
programme.<br />
Ideally, the current programme expenses table in the Portfolio<br />
Budget Statements should be reviewed as Finance has received<br />
extensive feedback regarding the difficulty of preparing and<br />
interpreting the tables in the Portfolio Budget Statements.<br />
However, there are significant lead times associated with<br />
establishing new data tables. There is a large volume of work for<br />
