We want to build a performance management framework that produces better quality data,
supporting more effective government operations and more efficient decisions about the
allocation of government resources.
This paper is intended to stimulate discussion and we are interested in your views on how the
new PGPA performance elements should be implemented. Your responses will greatly influence
the guidance and rules that Finance will develop over coming months. The proposed model
presented in this discussion paper is only one possible way forward. We are aware that there
are other possible options that could also be considered. With this in mind, we have placed a
number of key questions throughout the paper to help you consider the issues involved and
frame your responses. We will also be undertaking a series of information sessions and
workshops following the release of this discussion paper to ensure that all entities are given the
opportunity to comment, before recommendations are taken to the Joint Committee of Public
Accounts and Audit for its comment in late 2014.
