We want to build a <strong>performance</strong> management <strong>framework</strong> that produces better quality data,<br />
supporting more effective government operations and more efficient decisions about the<br />
allocation of government resources.<br />
This <strong>paper</strong> is intended to stimulate <strong>discussion</strong> and we are interested in your views on how the<br />
new PGPA <strong>performance</strong> elements should be implemented. Your responses will greatly influence<br />
the guidance and rules that Finance will develop over coming months. The proposed model<br />
presented in this <strong>discussion</strong> <strong>paper</strong> is only one possible way forward. We are aware that there<br />
are other possible options that could also be considered. With this in mind, we have placed a<br />
number of key questions throughout the <strong>paper</strong> to help you consider the issues involved and<br />
frame your responses. We will also be undertaking a series of information sessions and<br />
workshops following the release of this <strong>discussion</strong> <strong>paper</strong> to ensure that all entities are given the<br />
opportunity to comment, before recommendations are taken to the Joint Committee of Public<br />
Accounts and Audit for its comment in late 2014.<br />
