teacher's personnel file. Such observation or evaluation summary form shall also be<br />

submitted to the Superintendent to be placed in the personnel file of the teacher.<br />

5. In the event a teacher's absences interfere with the evaluation timelines (e.g. the teacher is<br />

on an approved leave and unavailable for purposes of evaluation), the evaluation<br />

timelines will be extended for a corresponding period. Upon the teacher's return to work,<br />

the teacher will assume the same contract status held at the time the leave began. This<br />

Section expressly supersedes any conflicting provisions set forth in ORC 3319.11 and<br />

3319.111.<br />

D. Professional Inquiry Track<br />

A teacher’s performance under the Professional Inquiry Track will not be factored into the<br />

teacher’s formal evaluation. The teacher must submit his/her proposal for the self-directed<br />

Professional Inquiry Track no later than October 1. The teacher’s self-evaluation of progress must<br />

be submitted on or before April 30.<br />

E. Authorized Observers<br />

1. The only persons authorized to observe a teacher for the purpose of evaluation shall be<br />

the Superintendent, the Principal and/or Immediate Supervisor.<br />

2. Each circuit teacher shall be assigned to only one Administrator for the purpose of this<br />

evaluation procedure. This Administrator may seek input from other Administrator(s) in<br />

whose buildings said circuit teacher is assigned during the school year in making the<br />

evaluation. Any said input shall be provided to the teacher as part of the evaluation<br />

process.<br />

F. This evaluation procedure supersedes the evaluation procedure outlined in Ohio Revised Code<br />

3319.111.<br />

G. The instruments used to evaluate District teachers, Individual/Small Group Instructors, guidance<br />

counselors, and librarians are attached as Appendix B.<br />

H. The <strong>Board</strong> and Association will convene an evaluation committee no later than October 15,<br />

2012 for the purpose of creating an evaluation framework, procedures and processes for the<br />

evaluation of certified employees consistent with Ohio Revised Code Section 3119.111 and<br />

3319.112.<br />

1. The committee will be comprised of up to four (4) Association members appointed by the<br />

Association President and up to four (4) Administrators appointed by the Superintendent.<br />

In addition, either Party may appoint up to one (1) ad hoc non-voting member to assist<br />

and/or attend committee meetings.<br />

2. The evaluation committee will be chaired jointly by a member from the Association and<br />

an Administrator. All decisions of the committee will be achieved by consensus.<br />

3. Meetings will be scheduled by mutual agreement of the evaluation committee members.<br />

Release time will be provided up to a maximum of the equivalent of three (3) workdays.<br />

4. On or before March 31, 2013, the evaluation committee will recommend an evaluation<br />

model to the <strong>Board</strong> and the Association negotiating teams. The negotiating teams will be<br />

responsible for the final language which, upon ratification and approval, will be<br />

incorporated into the negotiated agreement via a memorandum of understanding and will<br />
