HUMAN IMPACTS-MANAGEMENT CONSIDERATIONS<br />
With <strong>the</strong> <strong>in</strong>creas<strong>in</strong>g residential,<br />
recreational, and commercial development<br />
<strong>of</strong> <strong>the</strong> shorel<strong>in</strong>es <strong>of</strong> <strong>the</strong> nation and <strong>the</strong><br />
<strong>Pacific</strong> <strong>Northwest</strong>, it is <strong>in</strong>evitable that<br />
pressure on <strong>the</strong> shallow water resources <strong>of</strong><br />
<strong>the</strong> area have also <strong>in</strong>creased. In<br />
comparison to <strong>the</strong> high-density development<br />
<strong>in</strong> sou<strong>the</strong>rn California, <strong>the</strong> Gulf <strong>of</strong><br />
Mexico, and <strong>in</strong> <strong>the</strong> nor<strong>the</strong>astern United<br />
States, that <strong>in</strong> <strong>the</strong> <strong>Pacific</strong> <strong>Northwest</strong><br />
could be termed m<strong>in</strong>imal. Yet demands and<br />
impacts have been made, and <strong>the</strong>y are<br />
<strong>in</strong>creas<strong>in</strong>g. Logg<strong>in</strong>g has been an important<br />
feature <strong>of</strong> <strong>the</strong> economy s<strong>in</strong>ce <strong>the</strong> early<br />
19GB1s. In certa<strong>in</strong> areas <strong>of</strong> heavy<br />
ra<strong>in</strong>fall and where clearcutt<strong>in</strong>g <strong>of</strong> upland<br />
timber has occurred, siltation has also<br />
occurred. Stout (1976) noted <strong>the</strong> effects<br />
<strong>of</strong> siltation <strong>in</strong> Netarts Bay, Oregon,<br />
co<strong>in</strong>cident with historic logg<strong>in</strong>g and<br />
burn<strong>in</strong>g <strong>of</strong> timber <strong>in</strong> <strong>the</strong> watershed, but<br />
stated this has <strong>in</strong>tensified s<strong>in</strong>ce <strong>the</strong><br />
1940's when clearcutt<strong>in</strong>g and roadbuild<strong>in</strong>g<br />
were <strong>in</strong>itiated. Proctor et al. (1980b)<br />
have documented <strong>the</strong> extensive ma<strong>in</strong>tenance<br />
dredg<strong>in</strong>g needed to ma<strong>in</strong>ta<strong>in</strong> shipp<strong>in</strong>g<br />
channels <strong>in</strong> several areas and <strong>the</strong><br />
suspended silts aris<strong>in</strong>g from wood chips<br />
and sawdust <strong>in</strong> Yaqu<strong>in</strong>a Bay.<br />
<strong>The</strong> extensive land cultivation needed £or<br />
agriculture can lead to siltation <strong>in</strong><br />
estuar<strong>in</strong>e areas, with an <strong>in</strong>crease <strong>in</strong> water<br />
turbidity that leads to decreased <strong>eelgrass</strong><br />
growth (Thayer et al. 1975a). <strong>The</strong> role <strong>of</strong><br />
solar radiation pass<strong>in</strong>g through <strong>the</strong> water<br />
column, which controls <strong>the</strong> productivity,<br />
density, depth limit, and even presence <strong>of</strong><br />
<strong>eelgrass</strong> <strong>in</strong> an area, and thus <strong>the</strong> presence<br />
and richness <strong>of</strong> <strong>the</strong> ecosystem itself were<br />
discussed earlier <strong>in</strong> this report.<br />
<strong>The</strong> <strong>in</strong>creas<strong>in</strong>g human use <strong>of</strong> nor<strong>the</strong>rn Puget<br />
Sound is hav<strong>in</strong>g a drastic impact on <strong>the</strong><br />
black brantpresence <strong>in</strong> Padilla Bay and<br />
o<strong>the</strong>r local bays (~eiger 1982). state and<br />
Federal agencies cont<strong>in</strong>ue to receive an<br />
<strong>in</strong>creas<strong>in</strong>g number <strong>of</strong> applications <strong>in</strong> <strong>the</strong><br />
nor<strong>the</strong>rn sound area, particularly for<br />
mar<strong>in</strong>a development. One observes an<br />
<strong>in</strong>creas<strong>in</strong>g shorel<strong>in</strong>e development <strong>of</strong> homes<br />
and even condom<strong>in</strong>iums <strong>in</strong> some areas.<br />
Cont<strong>in</strong>ued ma<strong>in</strong>tenance <strong>of</strong> shipp<strong>in</strong>g lanes<br />
and logg<strong>in</strong>g is presumed necessary for <strong>the</strong><br />
economic life <strong>of</strong> <strong>the</strong> <strong>Pacific</strong> <strong>Northwest</strong>.<br />
It is hoped that this report will aid <strong>in</strong><br />
<strong>the</strong> formulation <strong>of</strong> policy that will<br />
accommodate those activities while<br />
preserv<strong>in</strong>g and protect<strong>in</strong>g <strong>the</strong> water and<br />
habitat qualities <strong>of</strong> <strong>the</strong> <strong>eelgrass</strong><br />
resources.<br />
Consider<strong>in</strong>g <strong>the</strong> coastal sediment<br />
stabilization function, <strong>the</strong> nutrient<br />
exports which enhance oceanic procluckion,<br />
and <strong>the</strong> value <strong>of</strong> <strong>eelgrass</strong> to recreational<br />
and commercial fisheries, it is<br />
worthwhile--even imperative--to consider<br />
preserv<strong>in</strong>g <strong>the</strong> resource.<br />
6.1 DREDGING AND FIUW<br />
Of all <strong>the</strong> possible impacts, dredg<strong>in</strong>g<br />
poses <strong>the</strong> greatest threat to <strong>the</strong> seagrass<br />
ecosystem (Thayer et al. 1975a; Zieman<br />
1975; Phillips 1978). Not only are <strong>the</strong><br />
plants removed, but <strong>the</strong> entire physical,<br />
biological, and chemical structure <strong>of</strong> <strong>the</strong><br />
ecosystem is changed. <strong>The</strong> extent <strong>of</strong> <strong>the</strong><br />
area affected by <strong>the</strong> dredg<strong>in</strong>g depends on<br />
<strong>the</strong> tidal range, current strength, and<br />
sediment texture <strong>in</strong> <strong>the</strong> area.<br />
Sediments raised by dredg<strong>in</strong>g can bury<br />
plants away from <strong>the</strong> site. More<br />
importantly, sediments drastically reduce
