Sterndale (700/.), assisted by a council of five. St. Helena, of volcanic origin, is about 800 miles from Ascension Island, the nearest land, and 1,200 from the west coast of Africa. Its importance as a port of call was greatly lessened by the opening of the overland route to India, and also by the Suez Canal. Area, 47 square miles. Population in 1891, 4,116, inclusive of 179 garrison and 60 shipping. Births, 1899, 132 ; •deaths, 74 ; marriages, 29. Emigrants about 200 annually to the Cape and United States. Four Episcopal, 3 Baptist, 1 Bouian Catholic chapels. Education, 11 schools, with 793 pupils; 4 of the schools receiving a Government grant of 409/. in 1899. There are 80 miles of telegraph wire. The new cable from Cape Town reached St. Helena in November, 899, and has been completed to St. Vincent. Until the death of Napoleon I. they were occupied by a garrison. Besides Tristan da Ouulia ami Gough's Island, there are Inaccessible and Nightingale Islands, the former two and the latter one mile long, and a number of rocks. The population consists mainly of the families of shijiwrecked sailors and wives from St. Helena, and numbered about 64 in December, 1897.. There are about 800 head of cattle and about 500 sheep on the island, and both beef and mutton are excellent. Pigs and geese are plentiful. Beans, potatoes, and apples are grown. The only dwellings are a few cottages on one side of the mountain. An annual visit is paid to the island by one of Her Majesty's ships. Colonial Report. Annual. London. The Somali Coast' from Lahadu, west of Zeyla, to Bandar Ziyada, 49° E. long., became a British Protectorate in 1884, and is administered by a Consul- General. The area is about b'8,000 square miles; no trustworthy estimate can be formed of the population, which is Mohammedan and mostly nomadic. By an arrangement with Italy in 1894, the limits of the British Protectorate were defined ; but in 1897, by an arrangement with Abyssinia, a fresh boundary as required by that country was determined, and certain tracts were ceded to Abyssinia thus reducing the area of the Protectorate from 75,000 to 68,000 square miles. The chief town. Berbera, has about 30,000 inhabitants in the trading season ; Zeyla, 15,000 ; and Bulhar, 12,000. At these three ports there are British officers. The revenue in 1899-1900 was Rs. 3,85,884 ; the expenditure, lis. 3,40,092. Imports (1899-1900), Berbera, and Bulhar, 33,15,651 rupees; Zeyla, 34,73,904; exports, Berbera and Bulhar, 28,71,962 rupees; Zeyla, 30,12,712 rupees including treasure. Ad valorem duties are levied of 5 per cent, on imports, at Berbera, Bulhar, and Karam, and at Zeyla of from 3 to 1 per cent. ; 1 per cent, is levied on exports with the exception of cattle, sheep and goats, and horses which have special rates of duty ; civet being free. The imports are ohieHy rice, picee-goods, shirtings, and dates; the exports, skins and hides, ostrich feathers, gum, cattle and sheep. Transport is by camels and donkeys ; there are no porters. On the 1st October, 1898, the control of the Protectorate which had rested with the Government of India since its formation in 1884 was taken over by her Majesty's Government.
