Ec<strong>on</strong>omics as the study of coordinati<strong>on</strong> and exchange 17<br />

words, ec<strong>on</strong>omics provides the means to make general predicti<strong>on</strong>s regarding<br />

the pattern of relative prices and the ec<strong>on</strong>omic process under differing<br />

c<strong>on</strong>diti<strong>on</strong>s. However, ec<strong>on</strong>omics does not provide the tools to predict<br />

specific outcomes or to discuss a unique static equilibrium.<br />

A final characteristic of the exchange paradigm is the emphasis <strong>on</strong><br />

imperfect informati<strong>on</strong> and dispersed knowledge. In reality, individuals are<br />

rarely aware of all of the relevant market participants and opportunities<br />

for exchange. Further, many interacti<strong>on</strong>s and exchanges are characterized<br />

by informati<strong>on</strong> asymmetries. Adherents of the exchange paradigm focus<br />

<strong>on</strong> understanding the mechanisms that allow individuals to overcome<br />

these imperfecti<strong>on</strong>s and asymmetries. In other words, a central questi<strong>on</strong><br />

asked by adherents of the exchange paradigm is: under what instituti<strong>on</strong>al<br />

arrangements can individuals best learn about exchange opportunities<br />

and overcome issues associated with asymmetric informati<strong>on</strong> and dispersed<br />

knowledge As Secti<strong>on</strong> 2.5 will discuss in more detail, the role of<br />

instituti<strong>on</strong>s, as well as instituti<strong>on</strong>al change and evoluti<strong>on</strong>, is central to<br />

the exchange paradigm because instituti<strong>on</strong>s frame all interacti<strong>on</strong>s and<br />

exchanges.<br />

2.3 CataUactics - the science of exchange<br />

In c<strong>on</strong>sidering why the allocati<strong>on</strong> paradigm emerged as the dominant<br />

framework of orthodox ec<strong>on</strong>omics, James Buchanan identified the use of<br />

the word "ec<strong>on</strong>omics" as part of the problem (1964, pp. 215- 16). According<br />

to Buchanan, focusing <strong>on</strong> ec<strong>on</strong>omizing behavior leads ec<strong>on</strong>omists to think<br />

in terms of maximizati<strong>on</strong> and allocati<strong>on</strong> instead of in terms of coordinati<strong>on</strong><br />

and exchange. In place of the word "ec<strong>on</strong>omics," Buchanan suggested<br />

the use of "catallaxy" or "symbiotics" to draw attenti<strong>on</strong> to interacti<strong>on</strong>,<br />

associati<strong>on</strong>, and exchange. The term catallaxy derives from the Greek verb<br />

katallattein (or katallassein) which means "to exchange," and "to admit<br />

into the community," as well as "to change from enemy into friend" (see<br />

Hayek, 1976, pp. 108- 9).<br />

In drawing attenti<strong>on</strong> to the role of rhetoric in framing the way ec<strong>on</strong>omists<br />

approach their subject, Buchanan is <strong>on</strong>e in a l<strong>on</strong>g line of thinkers<br />

to emphasize the relevance of the noti<strong>on</strong> of catallaxy. Reverend Richard<br />

Whatley first suggested "catallactics" as a replacement for "ec<strong>on</strong>omics" in<br />

1831. Whatley's call for a shift in terminology was driven by his criticism<br />

of the narrow focus of the study of ec<strong>on</strong>omics as the science of wealth<br />

(Rothbard, 1987). Whatley called for ec<strong>on</strong>omists to move behind the<br />

study of wealth and to broaden their focus to the study of exchange.<br />

Ludwig v<strong>on</strong> Mises was the first ec<strong>on</strong>omist to extensively integrate the<br />

noti<strong>on</strong> of catallaxy into the study of ec<strong>on</strong>omics. According to Mises,<br />

the price system and broader market ec<strong>on</strong>omy are best understood as
