C. Public Financial Management
Past Activities
Sudan has been supported during the last few years by a significant TA program from
FAD and METAC, mainly centered on budget classification, cash management and TSA.
The latest FAD/METAC mission visited Khartoum in June 2012.
METAC worked on implementing the three-year TA strategy developed by the February
2009 FAD-METAC mission in consultation with the authorities. METAC held several
missions to assist the authorities implement a TSA and develop key procedures of cash
management, mainly cash projections and monitoring.
METAC delivered a number of missions on budget classification in order to make it
consistent with GFSM 2001 operating on cash accounting basis, the most recent mission
took place during April 2013.
Objectives
Work Program
METAC will continue to provide TA to further strengthen the capacity of the MOF to: (1)
strengthen the current preparation process and enhance budget credibility; and (2) enforce
the TSA and improve cash management processes and procedures.
Outcomes
Strengthening the budget preparation process is a priority and the following outcomes are
expected to be achieved:
An MTFF is developed and used on a rolling basis for budget preparation.
The use of reserves in the budget is rationalized and the use of the “emergency
reserve” is specified in a regulation.
Budget preparation procedures between MOF and line ministries will be
streamlined, and line ministries will be responsible for their own budgets and will
