Budget Preparation:
Establish an integrated budget planning and management process that effectively
links policies and budgeting and brings together current and capital spending
under a unified budget.
Increase the degree of fiscal control over the economic entities and present
decision makers with more information on the finances of the economic entities
sector.
Budget Execution:
Modernize the treasury system with reference to cash management, fiscal
reporting, and budget classification structure.
Outcomes
Upon completion of the Budget Preparation’s reforms, the following outcomes are
expected to be achieved:
Budget preparation is linked to necessary and related developments in fiscal
forecasting, top-down budgeting, budget classification changes.
The authorities would have made substantial progress in the reform strategies for
budget integration, medium-term and top-down budget preparation and improved
expenditure planning.
The Budget Department would be reorganized into integrated sector
responsibilities and the current and investment budgets would be fully integrated.
Upon completion of the Budget Execution’s reforms, the following outcomes are
expected to be achieved:
Improved in-year forecasting of expected revenues and expenditures.
Budget classification is compliant with the GFSM 2001 and the COFOG.
Outputs
The main outputs of the TA on Budget Preparation:
Seminars and workshops with the relevant departments of MOF and line
ministries.
On-going supervisory TA at MOF.
