The National Development Plan (NDP) recognises tourism as<br />

one <strong>of</strong> the main drivers <strong>of</strong> the country’s economy and<br />

employment. The plan envisages the promotion <strong>of</strong> South Africa<br />

as a major tourist destination, with unique features, in order to<br />

boost tourist numbers and enable tourism to contribute to<br />

sustainable economic growth and poverty reduction. The<br />

department supports these objectives and implements<br />

ongoing strategies to set and maintain high standards and<br />

encourage growth in the sector. The implementation <strong>of</strong> the<br />

NTSS through partnerships with the public and private sectors<br />

will be key to realising tourism’s potential. In line with the NDP<br />

to create an additional 11 million jobs by 2030, and increase<br />

the GDP by an annual 5.4% over the period, the tourism<br />

sector’s targets for 2020 are the creation <strong>of</strong> 225 000 jobs and<br />

a total direct and indirect contribution to the GDP <strong>of</strong> R499<br />

billion by 2020. This will contribute to the overall objective <strong>of</strong><br />

increasing the proportion <strong>of</strong> national income in 40% <strong>of</strong> the<br />

population earning the lowest wages.<br />

2.3.4 Overview <strong>of</strong> the organisational<br />

environment<br />

To meet the targets, the department had to focus on<br />

supporting the growth <strong>of</strong> both domestic and international<br />

markets. The organisational structure <strong>of</strong> the department was<br />

redesigned to improve access to the various regions <strong>of</strong> the<br />

world through Branch International <strong>Tourism</strong> Management; and<br />

to provide guidance and coordination for the development <strong>of</strong><br />

the tourism sector, focusing on each <strong>of</strong> the nine provinces<br />

through Branch Domestic <strong>Tourism</strong> Management.<br />

The four departmental programmes are:<br />

Programme 1: Administration<br />

Programme 2: Policy and Knowledge Services<br />

Programme 3: International <strong>Tourism</strong><br />

Programme 4: Domestic <strong>Tourism</strong><br />

Of the approved establishment, 526 posts are funded. All key<br />

management positions were funded and filled for the report<br />

period and no measures had to be adopted to mitigate any<br />

impact on service delivery.<br />
