addressed by movements to occupy unused land and structures<br />

and to regularize people's right to stay <strong>the</strong>re. In <strong>the</strong> dom<strong>in</strong>ant<br />

parts <strong>of</strong> <strong>the</strong> world, <strong>the</strong> economic crisis has led to a rash <strong>of</strong><br />

foreclosures for people who cannot pay <strong>the</strong> mortgages owned on<br />

<strong>the</strong>ir houses or cannot cont<strong>in</strong>ue to pay <strong>the</strong> rent. Anti-eviction<br />

campaigns must accompany projects for f<strong>in</strong>d<strong>in</strong>g adequate<br />

hous<strong>in</strong>g for those without it. Access to healthy food and water is<br />

similarly a need, most press<strong>in</strong>g <strong>in</strong> <strong>the</strong> poorest regions <strong>of</strong> <strong>the</strong><br />

world but also real and urgent <strong>in</strong> <strong>the</strong> richest. Battles aga<strong>in</strong>st <strong>the</strong><br />

privatization <strong>of</strong> resources such as water are essential.<br />

Environmental and social crises are all exacerbated,<br />

fur<strong>the</strong>rmore, by <strong>in</strong>numerable wars that cont<strong>in</strong>ue across <strong>the</strong><br />

globe, destroy<strong>in</strong>g lives and landscapes. We seem to have entered<br />

a stage <strong>of</strong> history <strong>in</strong> which <strong>the</strong> state <strong>of</strong> war is never-end<strong>in</strong>g,<br />

shift<strong>in</strong>g from high to low <strong>in</strong>tensity and back aga<strong>in</strong>. The global<br />

security regime under which we live does not establish a state <strong>of</strong><br />

peace but ra<strong>the</strong>r makes permanent a war society, with<br />

suspensions <strong>of</strong> rights, elevated surveillance, and <strong>the</strong> enlistment<br />

<strong>of</strong> all <strong>in</strong> <strong>the</strong> war effort. Who will put an end to <strong>the</strong> wars and <strong>the</strong><br />

state <strong>of</strong> war The dom<strong>in</strong>ant nation-states, especially <strong>the</strong> United<br />

States, have certa<strong>in</strong>ly not been will<strong>in</strong>g to do so. No one believes<br />

at this po<strong>in</strong>t <strong>in</strong> <strong>the</strong> old ruse <strong>of</strong> a war to end all wars. Wars only<br />

make more and more wars. And even supranational <strong>in</strong>stitutions,<br />

such as <strong>the</strong> United Nations, which were born with <strong>the</strong> dream <strong>of</strong><br />

peace, have no power to put an end to war.<br />

What k<strong>in</strong>ds <strong>of</strong> counterpow T ers can guarantee <strong>the</strong> cont<strong>in</strong>ued<br />

flourish<strong>in</strong>g <strong>of</strong> humanity, <strong>the</strong> animal world, <strong>the</strong> plant world, and<br />

<strong>the</strong> planet itself Absolutely essential <strong>in</strong> this effort is <strong>the</strong> work<br />

that so many are do<strong>in</strong>g today that use <strong>the</strong> legal means <strong>of</strong> national<br />

and <strong>in</strong>ternational systems as a k<strong>in</strong>d <strong>of</strong> counterpow T er. Class<br />

action suits aga<strong>in</strong>st pollut<strong>in</strong>g corporations; human rights<br />

demands aga<strong>in</strong>st war, torture, and police abuse; and advocacy for<br />

refugees, migrants, and <strong>in</strong>mates—<strong>the</strong>se actions use <strong>the</strong> power <strong>of</strong><br />

<strong>the</strong> judge aga<strong>in</strong>st that <strong>of</strong> <strong>the</strong> k<strong>in</strong>g, exploit<strong>in</strong>g elements <strong>of</strong> <strong>the</strong> legal<br />

system aga<strong>in</strong>st <strong>the</strong> sovereign power. Although essential,<br />

however, <strong>the</strong> operations <strong>of</strong> such counterpow T ers are always<br />

limited and circumscribed by <strong>the</strong> sovereign power to which <strong>the</strong>y<br />

appeal, be <strong>the</strong>y nation-states or <strong>in</strong>ternational systems. Their<br />

power is <strong>in</strong>creas<strong>in</strong>gly limited, fur<strong>the</strong>rmore, as <strong>the</strong> sovereign
