16 <strong>Towards</strong> <strong>2020</strong> <strong>–</strong> <strong>Photonics</strong> <strong>driv<strong>in</strong>g</strong> <strong>economic</strong> <strong>growth</strong> <strong>in</strong> <strong>Europe</strong><br />
In addition to monitor<strong>in</strong>g direct company <strong>in</strong>vestment,<br />
an <strong>in</strong>dependent macro<strong>economic</strong> study would<br />
be conducted on an annual or biannual basis.<br />
<strong>Photonics</strong>21 proposes that an <strong>in</strong>dependent organisation<br />
will conduct this macro<strong>economic</strong> study<br />
to monitor the overall impact of the PPP and the<br />
state of the photonics sector as a whole. All participat<strong>in</strong>g<br />
companies would be required to provide<br />
<strong>in</strong>formation to the organisation conduct<strong>in</strong>g the<br />
macro<strong>economic</strong> study.<br />
1.3 <strong>Photonics</strong> Innovation Ecosystems<br />
<strong>in</strong> <strong>Europe</strong><br />
The <strong>Europe</strong>an photonics landscape is made up of<br />
high-level research groups and a strong photonics<br />
<strong>in</strong>dustry, consist<strong>in</strong>g of both SMEs and large companies.<br />
Most of these photonic players are active<br />
<strong>in</strong> regional <strong>in</strong>novation clusters and national technology<br />
platforms.<br />
Regional <strong>in</strong>novation clusters are composed of large<br />
companies and SMEs, start-up companies, public<br />
and private research centres, universities, specialised<br />
suppliers, <strong>in</strong>vestors, and regional & government<br />
agencies with<strong>in</strong> a geographic region. They<br />
work together <strong>in</strong> a partnership to follow a common<br />
photonics regional development strategy,<br />
devised to create synergies <strong>in</strong> a specific photonics<br />
application area.<br />
<strong>Europe</strong>an and national technology platforms are<br />
networks formed between private and public<br />
players, work<strong>in</strong>g together on common strategic<br />
photonics topics to def<strong>in</strong>e a common national<br />
photonics strategy and promote greater political<br />
visibility for photonics.<br />
