high-functionality, photonic-enabled electronic<br />
systems. In this way, technologies requir<strong>in</strong>g high<br />
<strong>in</strong>itial <strong>in</strong>vestment may be brought to the po<strong>in</strong>t<br />
where entrepreneurs can ascerta<strong>in</strong> their true value<br />
and take forward the task of build<strong>in</strong>g viable and<br />
vibrant bus<strong>in</strong>esses on established foundations,<br />
without tak<strong>in</strong>g commercially unacceptable risks.<br />
Involvement of value cha<strong>in</strong> partners<br />
Our vision is of a <strong>Europe</strong>an <strong>in</strong>dustry that is strong<br />
at every level, from devices and components<br />
through to systems, also embrac<strong>in</strong>g manufactur<strong>in</strong>g<br />
equipment and methodologies. Accord<strong>in</strong>gly,<br />
all members of the value cha<strong>in</strong> need to be fully<br />
engaged, from fundamental research <strong>in</strong> materials<br />
through to the users of the systems, <strong>in</strong> which<br />
photonic technologies are deployed.<br />
We perceive major opportunities to build and susta<strong>in</strong><br />
a vibrant manufactur<strong>in</strong>g <strong>in</strong>dustry <strong>in</strong> <strong>Europe</strong><br />
based on advanced technology, best-<strong>in</strong>-class<br />
design and <strong>in</strong>novative manufactur<strong>in</strong>g techniques.<br />
In order to achieve this objective, <strong>Europe</strong> needs to<br />
grow and support a photonic eco-system hav<strong>in</strong>g<br />
the critical mass of skills and capabilities, an environment<br />
<strong>in</strong> which photonics and its client <strong>in</strong>dustries<br />
can advance together. Horizon <strong>2020</strong> provides an<br />
important opportunity to develop new design tools<br />
and processes, as well as enabl<strong>in</strong>g technologies,<br />
manufactur<strong>in</strong>g tools and techniques, which will<br />
help to ensure that <strong>Europe</strong> has these skills and<br />
capabilities <strong>in</strong> place. Furthermore it must underp<strong>in</strong><br />
the education and tra<strong>in</strong><strong>in</strong>g of a new generation<br />
of technically skilled and <strong>in</strong>novative people, who<br />
can carry out the research, <strong>in</strong>novation and entrepreneurial<br />
activity needed to ma<strong>in</strong>ta<strong>in</strong> the forward<br />
momentum of our programme.<br />
The fragmentation of <strong>Europe</strong>an research <strong>in</strong>frastructure<br />
has long been identified as a limit<strong>in</strong>g<br />
factor, and the Network of Excellence <strong>in</strong>itiative<br />
<strong>in</strong> Framework 6 was a first attempt to put this<br />
right. Certa<strong>in</strong>ly the aim of establish<strong>in</strong>g larger virtual<br />
research teams and pan-<strong>Europe</strong>an facilities, thereby<br />
absorb<strong>in</strong>g capital cost as well as provid<strong>in</strong>g an<br />
<strong>in</strong>tellectually stimulat<strong>in</strong>g environment, should be<br />
a factor <strong>in</strong> our future policy. It will be necessary to<br />
work with exist<strong>in</strong>g research and <strong>in</strong>novation centres<br />
to ensure the most efficient coord<strong>in</strong>ation of activities<br />
and maximum leverage on future <strong>in</strong>vestment.<br />
We need to engage all stakeholders <strong>in</strong> the coord<strong>in</strong>ation<br />
of these efforts. As noted elsewhere, this<br />
will require discussion and partnership with other
