Impact of a<br />
<strong>Photonics</strong> PPP<br />
The overall objective of a <strong>Photonics</strong> PPP is the establishment of<br />
a more competitive photonics sector <strong>in</strong> <strong>Europe</strong>. This will be brought<br />
about through the follow<strong>in</strong>g <strong>in</strong>dividual areas of impact:<br />
n A <strong>Photonics</strong> PPP will foster photonics manufactur<strong>in</strong>g, job and wealth<br />
creation <strong>in</strong> <strong>Europe</strong> through a long term <strong>in</strong>vestment commitment by both<br />
<strong>in</strong>dustry and the <strong>Europe</strong>an Commission.<br />
n It will pool public and private resources to provide more effective and<br />
successful solutions for the major societal challenges fac<strong>in</strong>g <strong>Europe</strong>, <strong>in</strong><br />
particular for healthcare, the ag<strong>in</strong>g society, food safety, security, & energy<br />
efficiency.<br />
n Accelerat<strong>in</strong>g <strong>Europe</strong>’s <strong>in</strong>novation process and time to market by address<strong>in</strong>g<br />
the full <strong>in</strong>novation cha<strong>in</strong> <strong>in</strong> a number of market sectors where<br />
<strong>Europe</strong>an photonics <strong>in</strong>dustry is particularly strong (e.g. light<strong>in</strong>g, medical<br />
photonics, and optical components & systems).<br />
n It will be <strong>in</strong>strumental <strong>in</strong> achiev<strong>in</strong>g the critical mass necessary for develop<strong>in</strong>g<br />
a coherent application oriented and market needs driven technology<br />
& <strong>in</strong>novation process.<br />
n Develop<strong>in</strong>g and implement<strong>in</strong>g an <strong>in</strong>tegrated RDI programme that fully<br />
meets the needs and priorities of markets, and tackles the ‘valley of<br />
death’ problem by undertak<strong>in</strong>g strategic projects. Such a strengthened<br />
RDI capability will impact the full value cha<strong>in</strong>, from research to manufactur<strong>in</strong>g,<br />
and from materials to own-equipment manufacturers & end<br />
users.<br />
n Integrat<strong>in</strong>g the full value cha<strong>in</strong> <strong>in</strong>to an open <strong>in</strong>novation approach, ensur<strong>in</strong>g<br />
early and mean<strong>in</strong>gful end user <strong>in</strong>volvement from concept to manufacture.<br />
The early application of such an <strong>in</strong>teractive value creation process<br />
will <strong>in</strong>tegrate timely market feedback with<strong>in</strong> a common development<br />
process, and thereby help avoid poorly conceived products reach<strong>in</strong>g the<br />
market.<br />
n Provid<strong>in</strong>g the vehicle for the broader <strong>in</strong>volvement of critical organisations<br />
outside of the immediate value cha<strong>in</strong>, <strong>in</strong>clud<strong>in</strong>g other relevant<br />
ETPs & PPPs, capital providers, such as the <strong>Europe</strong>an Investment Bank<br />
and Venture Capitalists.
