Financial Implications Nil. Strategic Implications The proposal of another residential subdivision in the area is a good indicator of economic confidence in the Shire. Recommendation That Council advise Dykstra Planning on behalf of the proponent Sigma Syon Pty Ltd that it is prepared to endorse the principles and objectives proposed in the Outline Development Plan for Part North Location 59 Denham Road, Denham, and will accordingly advise the Western Australian Planning Commission of its support. CARRIED UNANIMOUSLY 11.6 RESIDENTIAL DEVELOPMENT DESIGN GUIDELINES - STELLA ROWLEY DRIVE TO 111 SUBDIVISION Author Manager Regulatory Services Disclosure of Any Interest Nil. Précis LandCorp engaged planning consultants Taylor Burrell Barnett to prepare Residential Development Design Guidelines for stages 1-3 of its subdivision at Stella Rowley Drive, Denham. Incorporated into this report is a copy of the Residential Development Design Guidelines which detail mandatory and non mandatory requirements for all residential development proposed for Stella Rowley Drive. This report recommends that Council endorse the Residential Development Design Guidelines for the purpose of advertising with the view of final adoption of the Residential Development Design Guidelines as a Council Policy pursuant to the Shire of Shark Bay Town Planning Scheme. ORDINARY COUNCIL AGENDA - 30 MAY 2007 Page 33 Comment While the adoption and implementation of Residential Development Design Guidelines are a positive way to improve the overall quality and standard of new residential subdivisions, I am, at this stage, not convinced that the implementation of the guidelines via the processes and procedures outlined will be readily achievable. The concerns I have relate to the processes for initial building approval to be obtained and the contractual arrangements for the compliance of the mandatory building requirements by LandCorp. Legal Implications Shire of Shark Bay Town Planning Scheme No 2 (as amended). Policy Implications The Residential Development Design Guidelines will be adopted as a Council Policy per se. Financial Implications Unknown additional staff resource requirement required to assess development approval conditions. Strategic Implications The end result will be better quality subdivisions and development of residential housing. Recommendation That Council endorse the Residential Development Design Guidelines and the Guidelines be advertised for a period of 28 days to allow Public Comment/ Submissions prior to consideration of final adoption as Council Policy.
