Such bulletins may provide information on the Union meetings, elections and results,<br />
educational and social activities and other work-related Union matters. The space<br />
shall be for the sole and exclusive use of the Union and shall be the only locations<br />
within the Employer’s facilities where the above mentioned bulletins may be posted.<br />
The items posted shall not be political, partisan, insulting or defamatory in nature, and<br />
shall be identified as to source and date of posting.<br />
The Union will remove dated material, and the Union agrees to limit the posting<br />
of Union notices to its designated bulletin boards. All costs incident to preparing and<br />
posting of Union material will be borne by the Union and the Union will be responsible<br />
for maintaining its bulletin boards in an orderly and neat fashion.<br />
Section 24.3 Parking Allowance<br />
The Employer will reimburse employees whose workplace does not provide on<br />
site or adjacent parking, up to a maximum of two hundred sixty-four dollars ($264.00)<br />
per fiscal year for the cost of parking. In the event the cost of parking increases, the<br />
dollar amount for reimbursement will be adjusted. Said cost adjustment shall not exceed<br />
the actual cost charged to the County for parking in the Concourse Parking Lot located<br />
at 200 South Church Street, pursuant to the agreement between the City of Rockford<br />
and the County of <strong>Winnebago</strong>. To be eligible for reimbursement under this Section,<br />
the employee must submit a receipt and/or other evidence to the Employer to establish<br />
the amount the employee has properly expended toward the cost of parking. Reimbursement<br />
will be made on a quarterly basis. Any unused parking allowance may not<br />
be carried over to the following fiscal year.<br />
Section 24.4 Travel<br />
Employees will not be required to furnish their own vehicles for job functions.<br />
Section 24.5 Union Access<br />
1. Dispute Resolution One non employee representative shall have reasonable<br />
access to the premises of the Employer in order to help resolve a serious dispute<br />
or problem arising under this <strong>Agreement</strong>. In order to receive access, a<br />
representative must provide notice to the appropriate department head and<br />
make arrangements to not disrupt the work of employees on duty. Upon mutual<br />
arrangement with the Employer in an emergency situation, Union staff<br />
representatives or local union representatives may call a meeting during work<br />
hours to present, resolve or clarify a problem.<br />
2. Union Meetings on County Premises The Employer agrees to allow the Union<br />
to use a County conference and meeting room(s) for Union meetings upon<br />
prior request by the designated Union representative, unless to do so would<br />
interfere with the operating needs of the Employer, or cause additional cost<br />
or inconvenience to the Employer. The Union shall hold the Employer(s)<br />
harmless for any damage caused by such use.<br />
