Section four ◗ Staff should never physically obstruct an officer or advise a resident to flee. • Residents who are not the subject of a warrant may be given the option to leave the shelter or move to an area that is not part of the search. • Keep detailed notes and/or take video or photos to record the search. • Staff should clearly object, without physically obstructing the officer(s), if they appear to go beyond the terms of the warrant. All programs are required to have policies that protect service recipients’ confidentiality and detail the program’s response to a subpoena or warrant. PCADV’s Legal Department can assist you with the development and review of these policies and with staff training on these issues. After a Warrant is Executed ◗ Warrants may be included in the public record, which may reveal the shelter’s location. ELEMENTS OF crisis response plan Developing a critical incident response plan may seem like a daunting task. However, preparation for these situations is necessary to maintain services and care for your staff, volunteers, clients and the community. Section five Elements of a Critical Incident Response Plan A. Purpose ◗ Provides a context about the purpose of the plan. Explains to the reader why the plan is important – may reference any existing legal statutes or requirements of funders. ◗ Is similar to a safety plan: It is a “living” document that needs periodic review. B. Definitions 1. Crisis ◗ Pain, distress or disordered functioning ◗ Radical change of status in a person’s life ◗ Can occur as the result of a specific critical incident or series of events in which the individual may be a either a victim or witness 2. Crisis Response Team ◗ A group of trained individuals who provide short-term crisis intervention services, consultation, risk assessment and referrals to top individuals and communities affected by crisis or disaster 3. Critical Incident ◗ Tier One Incidents – major incidents, such as domestic violence fatalities, near fatalities, or natural deaths of shelter residents. Requires immediate notification to PCADV and report submission. ◗ Tier Two Incidents – other incidents, such as fires, floods, bed bugs, or no heat in shelter that disrupt your program’s continuity of services and may attract unwanted media attention.
